constructing and equipping a building to be used as a science building at the University of Oklahoma, located at Norman.

Funds-How Paid Out.

Section 2. The State Auditor shall issue warrants upon the State Treasury for such portion of the amount appropriated by Section 1 hereof as may be found to be due upon auditing the respective claims in favor of the persons to whom such claims are allowed; provided, that all claims and accounts against the State shall be sworn to as correct before being audited.

CHAPTER 133.

APPROPRIATION-STATE TRAINING SCHOOL.

AN ACT making an appropriation for the support and maintenance of the State Training School located near Pauls Valley, Oklahoma, and for the repair and equipment of the buildings belonging to said school for the biennial period ending June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Maintenance-Equipment.

Section 1. There is hereby appropriated out of any moneys in the Treasury of the State of Oklahoma, not otherwise appropriated, the amounts hereinafter specified, for the support and maintenance of the State Training School, located near Pauls Valley, Oklahoma, and for the repair and equipment of the buildings belonging to said institution, said amounts to be apportioned to-wit:

Section 2. CHAPTER 134.

COUNTY ATTORNEYS-STENOGRAPHER AND ASSISTANT.

AN ACT permitting the county attorney, who is now allowed a deputy by the laws of this state, to employ a stenographer and assistant counsel in lieu of such deputy; and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Stenographer and Assistant In Lieu of Deputy.

Section 1. In counties where the county attorney is allowed one or more deputy county attorneys, such county attorney may, with the approval of the board of county commissioners, in lieu of appointing such deputy, employ a stenographer and assistant counsel, to be employed and paid in the same manner as provided for such deputy county attorney; provided, however, that in no year shall the expense of such stenographer and assistant counsel exceed the amount which such county attorney is now allow

ed by law to expend or cause to be expended for a deputy county attorney in such counties.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health, and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.

CHAPTER 135.

APPROPRIATION-CENTRAL STATE NORMAL-BUILDINGS.

AN ACT making an appropriation for buildings and equipping additional class rooms and library room for the Central State Normal School at Edmond, Oklahoma.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Class Rooms-Library.

Section 1. There is hereby appropriated out of any money in the hands of the State Treasurer not otherwise appropriated the sum of fifty thousand dollars ($50,000.00) for the purpose of building and equipping additional class rooms and library room for the Central State Normal School at Edmond, Oklahoma.

Warrants-How Issued.

Section 2. The Auditor shall draw warrants upon the State Treasury for such portion thereof as may be found to be due upon auditing the respective claims in favor of the person or persons to whom such claims are allowed; provided, that all such claims and accounts shall be sworn to as true and correct before being audited.

CHAPTER 136.

DESCENT AND DISTRIBUTION-DEATH CAUSED BY BENEFICIARY-FORFEITURE.

AN ACT relating to heirs or beneficiary causing death or disability.

Guilty Party May Not Benefit By Action.

Section 1. No person who is convicted of having taken, or causes or procures another so to take, the life of another, shall inherit from such person, or receive any interest in the estate of the decedent, or take by devise or legacy, or descent or distribution, from him, or her, any portion of his, or her, estate; and no beneficiary of any policy of insurance or certificate of membership issued by any benevolent association or organization, payable upon the death or disability of any person, who in like manner takes or causes or procures to be taken, the life upon which such policy or certificate is issued, or who causes or procures a disability of such person, shall take the proceeds of such policy or certificate; but in every instance mentioned in this section all benefits that would accrue to any such person upon the death or disability of the person whose life is thus taken, or who is thus disabled, shall become subject to distribution among the other heirs of such deceased person according to the laws of descent and distribution, in case of death, and in case of disability, the benefits thereunder shall be paid to the disabled person; provided, however, that an insurance company shall be discharged of all liability under a policy issued by it upon payment of the proceeds in accordance with the terms thereof, unless before such payment the company shall have written notice by or in behalf of some claimant other than the benficiary named in the policy that a claim to the proceeds of such policy will be made by heirs of such deceased under the provisions of this act.

CHAPTER 137.

APPROPRIATION-SCHOOL FOR DEAF-BUILDING.

AN ACT making an appropriation of $20,500.00 for building and equipping a dining room and kitchen and improving the grounds for the Oklahoma School for the Deaf.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Dining Room.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, for the purpose of building and equipping a dining room and kitchen, and improving the grounds of the Oklahoma School for the Deaf, the sum of twenty thousand five hundred dollars ($20,500.00) of which amount the sum of five hundred dollars ($500.00) shall be expended for the purpose of improving the grounds.

CHAPTER 138.

APPROPRIATION-SCHOOL FOR DEAF.

AN ACT making an appropriation for the support and maintenance of the Oklahoma School for the Deaf for the fiscal years ending June 30, 1916, and June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Maintenance

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, for the support and maintenance of the Oklahoma School for the Deaf located at Sulphur, the following sum, or so much thereof as may be necessary:
