shall be styled the Board of Managers of the Workhouse, one of whom shall be chosen President, and whose duty it shall be to exercise a general supervision over the Superintendent of the Workhouse and the management thereof; which they shall visit as often as once in every two weeks, and for which they shall, in conjunction with the Superintendent, establish regulations, and see that the same, and the ordinances of the city in relation to the Workhouse are enforced; and the said Board of Managers shall prescribe the kind of labor at which, and the place where, all prisoners committed to the Workhouse shall be employed.

SEC. 24. Any two members of said Board of Managers shall constitute a quorum for the transaction of business.

SEC. 25. All purchases of articles for the use of the Workhouse shall be sanctioned by said Board; which sanction shall be signified by a written permit, signed by a member thereof; and all such permits shall be filed by the Superintendent and recorded in a book to be kept by him for that purpose.

SEC. 26. The Superintendent shall take duplicate accounts for all purchases made by him on account of the Workhouse, signed by the person from whom the purchase is made, one of which shall be delivered to the City Auditor, and the other filed in the office of the Superintendent.

SEC. 27. At the end of each month the Board of Managers shall examine the accounts of the Superintendent for purchases, and certify the correctness of the same; and upon such certificate and the accounts of the persons from whom purchases were made, being presented to the Auditor, he shall draw his warrant on the Treasurer for the amount due to each person from whom such purchases were made.

SEC. 28. The Superintendent shall, at the opening of each stated session of the City Council, report to that body a detailed statement of the operations and affairs of the Workhouse during the previous six months, setting forth therein the number of prisoners received, the probable value of the work performed by them, and the expenditures and receipts on account of the Workhouse; and, at the same time, the Board of Managers of the Workhouse shall report the number and amount of permits for purchases granted by them, on what account granted, and any other information they may deem important.

SEC. 29. The Board of Managers for the Workhouse may give permission to the Superintendent to sell or dispose of any article used, made, or raised in or about the Workhouse, which permit shall be recorded in like manner as permits for purchases; and the Superintendent shall pay into the Treasury all moneys arising from any such sales.

SEC. 30. The Superintendent shall have power to take all necessary measures to guard the Workhouse and prevent the escape of prisoners; and he, or any city officer, or other person, is authorized to arrest, without warrant, any prisoner who shall have escaped from the Workhouse.

SEC. 31. The Superintendent, or any of the Workhouse guards, may arrest, without warrant, and take before the Recorder, any person trespassing upon the Workhouse premises, or attempting to rescue any prisoner, or assisting, or attempting to assist, any prisoner to escape, or hindering, or attempting to hinder the Superintendent or the guard in the lawful discharge of any of their duties; and any such person, on being convicted of any of said acts or attempts, shall forfeit and pay not less than twenty dollars.

SEC. 32. The Superintendent shall cause to be erected within the Workhouse enclosure two lamps, of sufficient size to cast a light over the whole of said enclosure; which shall be lighted and kept burning at night whenever the moon does not give sufficient light to see every portion of the grounds.

SEC. 33. The expense of the erection and burning of said lamps, and all other expenses of the Workhouse, shall be paid out of any money appropriated to the Workhouse. Approved, April 1, 1850.
