MUNICIPAL CIVIL SERVICE COMMISSION..

Minutes of Meeting of the Municipal Civil Service Commission of New York, Held at the Commission's Offices, No. 299 Broadway, on Wednesday, March 25, 1908, at 10 a. m.

Present-President Frank L. Polk and Commissioners R. Ross Appleton and Arthur J. O'Keeffe.

The President, Mr. Frank L. Polk, presided.

A public hearing was had on the proposed amendment of the classification of exempt positions, under the heading "Finance Department," by striking therefrom the line "Twelve Expert Accountants" and substituting therefor the following:

"Twenty-two Expert Accountants."

Also by including in the said classification the following:

"One Auditor of Receipts,"

"One Auditor of Disbursements."

Hon. John H. McCooey, Deputy Comptroller, and Dr. Frederick A. Cleveland, Technical Director of the Bureau of Municipal Research, appeared in behalf of the proposed amendment. Mr. Albert De Roode, Assistant Secretary of the Civil Service Reform Association, also addressed the Commission. There was no opposition' and the hearing closed.

A supplementary hearing was had on the proposed amendment of the classification of exempt positions, under the heading "Bureau of Public Works in Each Borough," by including therein the positions of Deputy Superintendent of Street Cleaning and Deputy Superintendent of Highways for the Borough of Queens. Mr. Herman Ringe, Secretary of the Borough of Queens, appeared in behalf of the proposed amendment. Mr. Albert De Roode, Assistant Secretary of the Civil Service Reform Association, opposed the same. The hearing closed.

Patrick Campbell, of No. 131 Butler street, Brooklyn, appeared before the Commission, as directed, to show cause why his appointment as Patrolman in the Police Department should not be revoked, pursuant to the provisions of Rule XI., clause 6, on the ground that he was over 30 years of age at the time his name was placed upon the eligible list. The hearing was adjourned for one week.

After the Commission had gone into regular session, the minutes of the meeting held March 18 were approved.

On motion, it was

Resolved, That the classification of exempt positions, under the heading "Finance Department," be and the same hereby is amended by striking therefrom the line "Twelve Expert Accountants" and substituting therefor the line:

"Twenty-two Expert Accountants."

Also by including in the said classification the following titles: "One Auditor of Receipts,"

"One Auditor of Disbursements."

The application of the President of the Borough of Queens for an amendment of the classification of exempt positions, under the heading "Bureau of Public Works in Each Borough," by including therein the positions of Deputy Superintendent of Street Cleaning and Deputy Superintendent of Highways for the Borough of Queens, Iwas laid over.

On the recommendation of the Committee on Transfers the following transfers were approved:

Robert S. Russell, from the position of Diver to that of Dock Laborer, in the Department of Docks and Ferries.

858. Thomas D. Tate, from the position of Watchman to that of Laborer, in the Department of Docks and Ferries.

865. John R. Goubeaud, Axeman, from the Board of Water Supply to the Department of Water Supply, Gas and Electricity, Brooklyn.

On the recommendation of the Committee on Transfers, the following transfer was disapproved:

864. Frederick B. Faitoute, Inspector of Masonry, from the Aqueduct Commission to the Department of Bridges, for the reason that while the said employee had been first on the preferred list for reinstatement in the Aqueduct Commission, he was not eligible for reappointment in the Department of Bridges.

On the recommendation of the Committee on Reinstatements, the following reinstatement was approved:

859. Miss Ida B. Woolhiser, in the position of Stenographer and Typewriter, second grade ($600 per annum), in the Department of Public Charities, she having resigned a similar position on November 1, 1907.

The President presented the following report on transfers, reinstatements, etc., in the labor class, acted upon by him:

On the recommendation of the President, the appeals of Michael T. Brennan, candidate for Patrolman, for a special mental examination, and William J. Bierach, candidate for Court Stenographer, for a special speed test, were referred to the Chief Examiner for a report and recommendation.

The appeal of George B. O'Neill, of No. 239 South Fourth street, Brooklyn, candidate for Dock Laborer, for a physical re-examination, was denied for lack of power.

A communication was presented from the Chief Examiner, dated March 18, forwarding report of Examiner Fuld on the application of William Posner, No. 158 East Seventy-ninth street, Manhattan, for Process Server. The matter was referred to the President for consideration.

A communication was presented from the Chief Examiner, dated March 19, forwarding report of Examiner Fuld on the case of Francis Mullen, No. 183 West Sixtythird street, Manhattan, candidate for the position of Process Server. The matter was referred to the President for consideration.

A communication was presented from the Chief Examiner, dated March 24, transmitting report of Examiner Rafferty on the application of Joseph L. Bien for the position of Typewriting Copyist. After due consideration of the matter, the application was rejected under the provisions of Rule VII., paragraph 14.

Upon the recommendation of the President, to whom the matter had been referred at the meeting of March 18, the application of Charles Dinsmore for the position of Lay Sanitary Inspector, was accepted.

A communication was presented from the Commissioner of Parks, Boroughs of Manhattan and Richmond, dated March 16, stating that he had rescinded the dismissal of L. J. Lowerre and Jacob F. Herschkowitz, from the position of Gymnasium Attendant, and had reinstated them in that position. The Secretary stated that the said employees had been dismissed on March 11, 1908, on the charge of neglect of duty. The reinstatement was approved.

A letter was presented from the General Medical Supeintendent of Bellevue and Allied Hospitals, dated March 20, requesting approval of a leave of absence, without pay, for a period of two months, granted Miss Margaret Fitzmaurice, Clerk, on account of illness. The leave of absence was approved.

The request of the Commissioner of Water Supply, Gas and Electricity, dated March 18, that the lists for promotion to Rodman, Transitman and Stationary Engineer in that Department be divided into borough lists was granted.

A communication was presented from the Secretary of the Department of Public Charities, dated March 20, forwarding, in accordance with the Commission's request,
