The reports of the following Departmental Boards of Examiners for positions in the non-competitive class were approved upon the recommendation of the Chief Examiner:

Department of Parks, Boroughs of Brooklyn and Queens, April 27, 29. The following requests for restoration to the eligible lists indicated were granted:

Patrick J. Crennan, No. 321 Spruce street, Richmond Hill, N. Y., Building Inspector of Masonry and Carpentry, at $1,200. Stated that when he declined that salary on August 5, 1907, he was receiving a higher salary in another Department.

W. P. E. Johnson, No. 1069 Bergen street, Brooklyn, Temporary Clerk (preferred). Stated that when he declined appointment in the Board of Elections in January, 1908, he was serving in that capacity in the Bureau for the Collection of Assessments and Arrears, Queens.

A. J. Dalton, No. 37 Prospect place, Brooklyn, Temporary Clerk (preferred). Stated that when certified to the Board of Elections in January he was serving as a Temporary Expert Clerk in the Finance, Department.

William Wiegand, No. 621 East One Hundred and Thirty-fourth street, Temporary Clerk (preferred). Stated that he declined appointment in the Finance Department for the reason that he was under contract with the Erie Railroad Company.

William Wood, No. 300 West Forty-second street, Inspector of Sewer Construction. Stated in affidavit that he replied to notice from the office of the President of the Borough of Brooklyn and declined appointment on account of location.

Michael Mulry, Jr., No. 629 Carroll street, Brooklyn, Temporary Clerk (preterred). Stated that when certified to the Finance Department in October, 1907, he was serving as a Temporary Expert Clerk in that Department, Brooklyn.

Daniel J. Gallagher, No. 36 Adelphi street, Brooklyn, Clerk, first grade. Stated that when certified to the Department of Health he was out of town and did not receive notice in time to respond as directed.

A letter was presented from Harry Bortin, No. 513 Myrtle avenue, Brooklyn, requesting that his name be restored to the eligible list of Topographical Draughtsman, $1,200, and stating that his reason for not accepting the appointment offered him by the President of the Borough of Queens in September,

1907, was that the notice failed to reach him in time to reply within the four days prescribed by the rules, he being in Panama. The Secretary stated that the records showed that the President of the Borough of Queens had notified the Commission of the candidate's declination on the score of "insufficient compensation," which resulted in the dropping of his name from the eligible list, as the same had been established for appointment at $1,200 only. The request was granted, and the Secretary was instructed to communicate with the Department and request a report in the matter.

The request of Harold B. Catlin, No. 343 West Twentieth street, Manhattan, that his name be restored to the eligible list of Topographical Draughtsman, $1,200, was denied, for the reason that he declined appointment from that list on August 28, 1907, on the score of "insufficient compensation.”

The request of Wiliam L. Dougherty, No. 214 East Forty-sixth street, Manhattan, that certification of his name from the eligible list of Inspector of Foods (Milk) be withheld until October 1, was denied, and the Secretary was directed to call the candidate's attention to the provision in the rules permitting the declination of a proffered appointment.

The letter of James E. Heffernan, Jr., Pelham road, Westchester, N. Y., requesting appointment as Monitor in the office of the Commission, was ordered filed.

A communication was presented from Samuel V. Owen, No. 1 Myrtle avenue, Brooklyn, stating that six weeks after his appointment to the position of Temporary Clerk in the Board of Education (March 9, 1908), he had been obliged to resign on account of illness, and requesting that his name be restored to the list. The Secretary stated that there was no record of the resignation in the office. The matter was referred to the Secretary of the Board of Education for a report.

A letter was presented from Frank Goodergis, No. 262 Front street, Brooklyn, dated May 5, requesting permission to compete in the examination for Sergeant of Police, Board of Water Supply, and stating that he had served for ten years in the United States Army, and was a veteran of the Spanish-American War and the Philippine Campaign. It appeared that the candidate was not a citizen of the United States. but had taken out his first papers and expected to be admitted to citizenship before the promulgation of the eligible list. The Secretary was directed to accept the candidate's application subject to the production of his citizenship papers.

The request of W. J. McBride, No. 671 East One Hundred and Seventy-ninth street, that his name be restored to the eligible list of Laborer, Borough of The Bronx, was granted on the recommendation of the Labor Clerk.

The request of Walter James, No. 357 Sixteenth street, Brooklyn, that his name be restored to the eligible list of Park Laborer, Boroughs of Brooklyn and Queens, was granted on the recommendation of the Labor Clerk.

The Commission then adjourned to meet Wednesday, May 13, 1908, at 10 o'clock

in the forenoon.

Minutes of Meeting of the Municipal Civil Service Commission of New York, Held at the Commission's Offices, No. 299 Broadway, on Wednesday, May 13, 1908,

at 10. a. m.

Present-President Frank L. Polk and Commissioners R. Ross Appleton and Arthur J. O'Keeffe.

The President, Mr. Frank L. Polk, presided.

A public hearing was had on the proposed amendment of the classification by including in Part II. of the Labor Class the title "Well Driver, Department of Water Supply, Gas and Electricity." John W. McKay, Esq., Acting Chief Engineer of the Borough of Brooklyn, representing the Commissioner of Water Supply, Gas and Electricity, appeared in behalf of the amendment. There was no opposition and the hearing closed.

After the Commission had gone into regular session the minutes of the meeting held May 6 were approved.

On motion, it was

Resolved, That the Municipal Civil Service Classification be and the same hereby is amended by including in Part II. of the Labor Class the following title: "Well Driver, Department of Water Supply, Gas and Electricity."

On motion, it was

Resolved, That the classification of exempt positions, under the heading "Finance Department," be and the same hereby is amended by striking therefrom the title "Stenographer to the Receiver of Taxes," and inserting in lieu thereof the following

title:

"Stenographer to the Comptroller."

On the recommendation of the Committee on Transfers, the following transfers were approved:

William Smith, Gardener, from the Department of Parks, Borough of The Bronx, to the Department of Parks, Boroughs of Brooklyn and Queens.

922. Francis J. Hart, Clerk, second grade, from the Department of Water Supply, Gas and Electricity to the Department of Correction.

924. Augustus C. Willow, Gardener, from the Department of Parks, Boroughs of Brooklyn and Queens, to the Department of Parks, Borough of The Bronx.

926. William J. Mullane, from the position of Inspector of Foods (milk) to that of Financial Clerk, second grade ($900 per annum), in the Department of Health, he having formerly held the latter position.

927. Michael A. Waters, Inspector of Sewers, from the office of the President of the Borough of Richmond to the office of the President of the Borough of The Bronx.

935. George L. Ronner, Inspector of Sewers, from the office of the President of the Borough of Brooklyn to the office of the President of the Borough of The Bronx.

936. Francis X. McElroy, Financial Clerk, from the Department of Docks and Ferries, at a salary of $80 a month, to the Department of Finance (Bookkeeping and Awards Division), at a salary of $1,050 per annum.

On the recommendation of the Committee on Reinstatements, the following reinstatements were approved:

933. Miss Margaret L. Heatherton, in the position of Stenographer and Typewriter, third grade ($1,200 per annum), in the Department of Finance (General Administration Division), she having resigned from a similar position on May 15, 1907.

934. Owen Eagan, in the position of Oil Surveyor in the Fire Department, he having resigned from a similar position on July 25, 1907.

937. John J. Flanagan, in the position of Fireman in the Fire Department, he having resigned from a similar position on January 17, 1908.
