MUNICIPAL CIVIL SERVICE COMMISSION.

Minutes of Meeting of the Municipal Civil Service Commission of New York, Held at the Commission's Offices, No. 299 Broadway, on Wednesday, June 3, 1908,

at 10 a. m.

Present-President Frank L. Polk and Commissioners R. Ross Appleton and Arthur J. O'Keeffe.

The President, Mr. Frank L. Polk, presided.

The minutes of the meeting held May 27 were approved.

On the recommendation of the Committee on Transfers, the following transfers were approved:

945. Henry J. Kathman, Clerk, third grade ($1,200 per annum), from the Department of Water Supply, Gas and Electricity to the Department of Taxes and Assess

ments.

950. Joseph A. Hagan, Clerk, second grade, from the Department of Water Supply, Gas and Electricity to the office of the Commissioners of Accounts.

951. Edward Catherwood, Clerk, third grade ($1,350 per annum), from the Department of Water Supply, Gas and Electricity to the office of the Commissioners of Accounts.

952. Wilfrid E. Marrin, Transitman, from the office of the President of the Borough of The Bronx to the Department of Water Supply, Gas and Electricity.

956. Charles Kuttruff, from the position of Stenographer and Typewriter, third grade, to that of Clerk, third grade, in the Bureau of Public Buildings and Offices, Borough of Richmond, there being no employees in the Department eligible to compete with him for such transfer.

957. George J. Wuestefeld, Topographical Draughtsman, from the office of the President of the Borough of The Bronx to the office of the President of the Borough of Richmond.

On the recommendation of the Committee on Reinstatements, the following reinstatement was approved:

953. Edward Kloberg, in the position of Leveler in the Board of Water Supply, he having resigned from a similar position on September 30, 1907.

On the recommendation of the Committee on Reinstatements, the following reinstatements were disapproved:

958. Charles H. Caldwell, in the position of Watchman in the office of the President of the Borough of The Bronx, there being one name on the preferred list for that position.

955. Albert R. N. Ahrens, in the position of Topographical Draughtsman in the office of the President of the Borough of Richmond, there being two names on the preferred list for that position.

The President presented the following report on transfers, reinstatements, etc., in the Labor Class, acted upon by him:

Request of the Commissioner of Parks, Boroughs of Manhattan and Richmond, dated May 29, for approval of his action in rescinding the dismissal of Meyer Seibel, Park Laborer, on May 15, 1908.

Emergency Appointment Approved.

The appeals of the following named candidates for a rerating of their examination papers were denied on the report of the Chief Examiner that no errors of marking or rating had been indicated:

The appeal of Patrick J. Murname, No. 24 East Seventh street, Brooklyn, candidate for Patrolman, was referred to the President.

The appeals of the following named candidates for positions in the Labor Service were denied on the recommendation of the Labor Clerk:

George Breidling, Homecrest avenue and Neck road, Sheepshead Bay; special examination for Paver.

Mayer Schneider, No. 156 Belmont avenue, Brooklyn; special examination for Sweeper.

John J. Honohan, Lyvere place, Westchester, re-examination for Blacksmith.

The Secretary called the attention of the Commission to the proposed examinations for promotion from Stoker and Oiler to Stationary Engineer in the office of the President of the Borough of Queens and the Department of Water Supply, Gas and

Electricity, which had been postponed by the Examiners in view of the difficulty of giving the practical test ordered by the Commision. The matter was referred to the President.

The Commission then considered the matter of holding a non-competitive examination, under the provisions of chapter 637 of the Laws of 1907, to qualify the former employees of the Kings County Jail (Department of the Sheriff of Kings County), for transfer to the Department of Correction, which examination had been deferred at the request of the Commissioner of Correction. The Secretary was directed to communicate with the Commissioner of Correction and state that under the law the Commission was compelled to hold the said examination, and that the same would be arranged at once unless they heard from him to the contrary.

The Commission then considered the case of George T. Rowley, a candidate for Patrolman. It appeared that the candidate had qualified in the examination held September 12, 1906, but that owing to the peculiar formation of the first letter of his surname, as it appeared in the application, the application had been indexed under the name "Bowley;" that the candidate had been placed upon the eligible list as "George T. Bowley," and certified to the Police Department under that name, for which reason the notices sent to him subsequently had not reached him, nor had he been able to obtain any information as to his standing upon calling at the office of the Commission. On motion, it was

Resolved, That, it appearing that because of an error on the part of an employee of the Commission, George T. Rowley, a candidate for Patrolman, has been deprived of an opportunity to be appointed, the Secretary be and he hereby is directed to place the name of the said candidate at the head of the next list of names certified to the Police Department, to be considered for appointment as Patrolman.

A communication was presented from the Chief Examiner suggesting the following subjects and weights for use in the examination for Instrument Maker, Fire Department:

The matter was referred to the President.
