A letter was presented from Charles M. Van Houten, Topographical Draughtsman, employed in the office of the President of the Borough of Richmond, dated September 12, requesting whether the Commission would approve a leave of absence in his case, without pay, for a period of nine months beginning October 1, 1908, upon application being made and endorsed by the Borough President. The request was denied, and the Secretary was directed to state that it was not the policy of the Commission to approve extended leaves of absence.

On motion of the President, to whom the matter had been referred at a previous meeting, the request of Samuel J. Benson for a special examination for promotion to the grade of Deputy Assistant Corporation Counsel in the Law Department, was granted, the candidate having filed his application for the desired promotion at the allotted time, but having failed to receive notice of the examination owing to the fact that the same was held while he was absent from the City on his annual vacation. The Commission then adjourned to meet Wednesday, September 30, 1908, at 10 o'clock in the forenoon.

MUNICIPAL CIVIL SERVICE COMMISSION.

Minutes of Meeting of the Municipal Civil Service Commission of New York, Held at the Commission's Offices, No. 299 Broadway, on Wednesday, September 30, 1908, at 10 a. m.

Present-President Frank L. Polk and Commissioners R. Ross Appleton and Arthur J. O'Keeffe.

The President, Mr. Frank L. Polk, presided.

A public hearing was had on the proposed amendment of the Municipal Civil Service Classification by striking from the non-competitive class, under the headings "Positions in the Department of Public Charities, the Department of Correction, the Bellevue and Allied Hospitals," etc., and "Positions in the Department of Docks," the titles "Master or Pilot" and "Mate"; and by including in the competitive class the following:

Messrs. J. McKee Borden, Secretary of the Department of Public Charities; J. F. Ambrose, Superintendent of the Municipal Ferry (representing the Commissioner of Docks and Ferries); John F. Gibbons, Secretary to the Commissioner of Correction, and Elliot H. Goodwin, Secretary of the Civil Service Reform Association, addressed the Commission in behalf of the proposed amendment. There being no other appearances, the Chair declared the hearing closed.

Hon. Julius M. Mayer then addressed the Commission in relation to the proposed transfer of two hundred and fifty-two persons employed as Acting Assistants to Foremen (labor class) in the Department of Street Cleaning, to the newly created position of Assistant Foreman, second grade (competitive class). At the conclusion of his remarks, Mr. Mayer was requested to submit a brief.

After the Commission had gone into regular session, the minutes of the meeting held September 23 were approved.

On motion, it was

Resolved, That the Municipal Civil Service Classification be and the same hereby is amended, first, by striking from the non-competitive class, under the headings "Positions in the Department of Public Charities, the Department of Correction, the Bellevue and Allied Hospitals," etc., and "Positions in the Department of Docks," the titles:

"Master or Pilot." "Mate."

-and, secondly, by including in the competitive class the following:

Resolved, That the classification of competitive positions be and the same hereby is amended by including in grade 1 of Part VI. (the Street Cleaning Service), in lieu of the title "Assistant Section Foreman," the following:

"Assistant Foreman, second grade."

On the recommendation of the Committee on Transfers, the following transfers were approved:

1098. Frank Shelton, from the position of Stenographer (exempt class) to that of Clerk (competitive class), at a salary of $1,050 per annum, in the Department of

Taxes and Assessments, he having the requisite standing on the eligible list for appointment to the latter position.

1099. William V. Barnes, Transitman and Computer, from the Board of Estimate and Apportionment to the Department of Water Supply, Gas and Electricity.

1100. Walter J. Broderick, from the position of Heliotroper in the Board of Estimate and Apportionment to that of Axeman in the Department of Water Supply, Gas and Electricity.

1101. John Lutzelberger, Attendant, from the Department of Docks and Ferries to the Bureau of Public Buildings and Offices, Brooklyn.

1104. John C. McGowan, Attendant, from the Department of Docks and Ferries to the office of the President of the Borough of Manhattan.

1105. Elizabeth Flynn, Attendant, from the Department of Docks and Ferries to the office of the President of the Borough of Manhattan.

1106. Daniel Donovan, Inspector of Elevators, from the Bureau of Buildings, Borough of Brooklyn, to the Bureau of Buildings, Borough of Manhattan.

1107. John T. McNichol, from the position of Attendant to that of Dock Laborer in the Department of Docks and Ferries.

1108. Thomas V. Redmond, Clerk, second grade ($600 per annum), from the Department of Finance to the Department of Taxes and Assessments.

1109. Lillian C. Brennan, from the position of Typewriting Copyist, second grade ($750 per annum), to that of Stenographer and Typewriter, second grade ($750 per annum), in the Department of Health, she having the requisite standing on the eligible list for appointment to the latter position.

IIIO. Edward P. O'Connor, Stenographer and Typewriter, third grade ($1,500 per annum), from the office of the Commissioner of Licenses to the Board of Estimate and Apportionment.

On the recommendation of the Committee on Reinstatements, the following reinstatement was approved:

1103. Joseph P. McNally, in the position of Janitor (steam heating) in the Department of Education, he having resigned from a similar position on April 1, 1908. The President presented the following report on transfers, reinstatements, etc., in the labor class, acted upon by him:
