MUNICIPAL CIVIL SERVICE COMMISSION.

Minutes of Meeting of the Municipal Civil Service Commission of The City of New York, Held at the Commission's Offices, No. 299 Broadway, on Thursday, February 13, 1908, at 10 a. m.

Present-Commissioners Arthur J. O'Keeffe and R. Ross Appleton.

Commissioner O'Keeffe presided.

A public hearing was had on the proposed amendment of the classification of positions in the competitive class, Part VI. (the Street Cleaning service), by including therein the following titles:

"Custodian of Yard (1 incumbent for each yard).”

"Section Station Keeper (1 incumbent for each section station)."

Mr. John J. O'Brien, Chief Clerk of the Department of Street Cleaning, representing the Commissioner, appeared before the Commission and stated that the application to place the positions in the competitive class had been made through misapprehension, and that it was the desire of the Commissioner to have the same included in the labor class. In view of such statement the hearing was dismissed.

The hearing on the proposed amendment of the classification of exempt positions, by including therein, under the heading "Department of Water Supply, Gas and Electricity," the position of "Supervising Electrical Engineer," was postponed until such time as the position might be created by the Board of Estimate and Apportionment and the Board of Aldermen, in accordance with section 56 of the Greater New York Charter.

After the Commission had gone into regular session the minutes of the meeting held February 5 were approved.

Rasmus Tonnessen, of No. 944 Fourth avenue, Brooklyn, Bridge Painter in the Department of Bridges, then appeared before the Commission, in accordance with its instructions, to explain why he had assumed the name of Robert Henderson when filing his application for appointment to that position in the City service. The candidate stated that Robert Henderson was a family name and that he had assumed the same for business purposes for the reason that it was simpler than his own; that he had had no intention of deceiving the Commission of perpetrating any fraud. The explanation being satisfactory to the Commission, and the previous report of the

Labor Clerk in the matter having been shown that Tonnessen was the man who applied for the position of Bridge Painter and who passed the Civil Service examination for the same, the Secretary was directed to change the name on the records of the office from Robert Henderson to Rasmus Tonnessen, and to notify the Bridge Commissioner of such action.

On the recommendation of the Committee on Transfers, the following transfers were approved:

825. Alexander Johnson, from the position of Assistant Engineer (competitive class), at a salary of $5,000 per annum, to that of Consulting Engineer (exempt class), at a salary of $7,500 per annum, in the Department of Bridges.

827. George Reinheimer, from the position of Rodman, at a salary of $960 per annum, in the Board of Water Supply, to that of Rodman, at a salary of $1,200 per annum, in the Department of Water Supply, Gas and Electricity.

828. Patrick Jennings, from the position of Attendant to that of Messenger in the Department of Docks and Ferries.

The Labor Clerk presented the following report on transfers, reinstatements, etc., in the Labor Class:

A report was presented from the Chief Examiner recommending that the papers of William P. Riggs, third grade Examiner in the Department of Finance, be rated as for promotion to the fourth grade and that his name be placed on the eligible list in accordance with the percentage received. It appeared that the candidate had presented himself for examination on a notice calling for the sixth grade and that it had afterward developed that the said notice was a year old, having been sent to the candidate in connection with a promotion examination held the previous year; that he had explained the matter to the satisfaction of the President, to whom it had been referred by the Commission, and that he (the President) in turn had referred the case to the Chief Examiner for a recommendation. The recommendation of the Chief Examiner was adopted.

Reports were presented from the Chief Examiner, dated February 11, with reference to the cases of John E. Sheedy, Jr., John F. Shevlin and Charles J. Lazzaro, candidates in the recent examination for Patrolman, who were dismissed from the examination by him, and transmitting letters from the candidates describing the circumstances which led up to their dismissal. After consideration of the matter, it appearing from the reports of the Chief Examiner that the candidates had completed their examination papers before being disqualified by him for communicating, the Commission directed that their papers be rated.
