SAN FRANCISCO'S NEW BOARD OF HEALTH.

The Mayor of San Francisco, the Honorable Eugene E. Schmitz, has appointed the following additional members to the San Francisco City Board of Health: Dr. W. A. Harvey, vice Dr. V. P. Buckley, term expired; Dr. J. V. Hughes, vice Dr. R. V. Baum, term expired; Dr. J. J. Poheim, vice Dr. W. B. Lewitt, resigned. The personnel of the new Board of Health is as follows: Dr. James W. Ward, Dr. J. Coplin Stinson, Dr. W. A. Harvey, Dr. J.V. Hughes, Dr. J. J. Poheim, with Chief of Police, Wittman, and Chairman of Public Works, Herbert Schmitz, ex officio members by virtue of their offices.

The first meeting of the Board took place January 9, 1904, and upon motion, Dr. James W. Ward was elected President. In a carefully prepared speech Dr. Ward outlined the policy of the Board, stating that the proposed reorganization of the Health Department of the City of San Francisco was along the lines of retrenchment compatible with efficient service, and that in the central office. alone over $10,000 a year could be saved and in the whole. department at least $30,000 a year could be saved the taxpayers of San Francisco. Dr. Ward went East last year and carefully studied the health departments of Boston, New York, Philadelphia and Chicago, and recommended that the San Francisco Board adopt similar measures. The following series of resolutions presented by Dr. Hughes were adopted:

Resolved, That the following offices and positions heretofore created by the Board of Health, and now existing by the same, are hereby abolished. This resolution to take effect forthwith:

Further resolved, That the following new positions and offices be and they are hereby created:

Further resolved, That the following reductions be made in salaries: Health Officer, from $250 per month to $200; City Physician, from $150 to $125 per month; Chemist, from $150 per month to $125; Chief Food Inspector, from $140 to $125 per month.

Further resolved, That the following salaries be raised: Bakery, Bathhouse and Laundry Inspector, from $75 to $100 per month; three Plumbing Inspectors, from $115 to $125 per month.

Further resolved, That the following offices and positions be and they are hereby declared vacant. This resolution will take effect forthwith: Health Officer, A. P. O'Brien, $250; Bacteriologist, H. Morrow; $150; Chemist, F. T. Green, $150; Chemist Helper, C. V. Hatter, $75; City Physician, J. G. Morrisey, $150; Assistant City Physician, B. M. Hinkle, $100; Disinfector, E. Resolved, That the following be and they are hereby appointed to the various positions on the staff of the Central Office of the Board of Health of the City and County of San Francisco, respectively hereinafter set opposite their various names, at the salaries respectively hereinafter provided. The following resolution was introduced by Dr. Stinson, seconded by Dr. Hughes, and adopted:

CITY AND COUNTY HOSPITAL.

The following resolutions by Dr. Harvey were formally adopted:

Resolved, That in accordance with the rules and regulations this day adopted for the government of the City and County Hospital, the following officers be and they are hereby appointed: Warden, J. N. Elbert, $200; Assis'ant Warden and Custodian, James P. McQuaide, $125; Receiving Secretary, Dr. B. P. Ehrlick, $100.

Further resolved, That the office of Resident Physician now held by B. F. McElroy be and the same is hereby declared vacant, to take effect Jan. 31, 1904, and that in accordance with the new rules governing said City and County Hospital, the interne selected by competitive examination as provided in said rules be appointed Resident Physician from February 1, 1904, without salary, as in said rules provided.

Resolved, That the position of clerk now held by D. Wolfe at a salary of $125 per month be and the same is hereby abolished; that the position of clerk held by J. N. Barry at $85 per month and the position of clerk held by E. A Calegaris at $65 per month be and the same are hereby abolished.

Resolved, That the position of Commissary of said City and County Hospital now held by J. E. O'Brien at a salary of $125 per month be and the same is hereby declared vacant, and F. S. Ward is hereby appointed Commissary of said hospital at the salary of $125 per month.

Resolved, That the position of apothecary at said City and County Hos. pital, now held by W. M. Stanton at a salary of $100 per month, be and the same is hereby declared vacant, and J. H. Hubachek be and he is hereby appointed apothecary at said City and County Hospital at a salary of $125 per month; that the position of assistant apothecary at said City and County Hospital, now held by R. O. Burnett, be and the same is hereby declared vacant, and J. F. Kelly is appointed such assistant apothecary at the same salary of $75 per month; that the position of X-ray operator at said hospital, now held by F. Graham, be and the same is hereby abolished; that the position of matron at the City and County Hospital, now held by M. Hanley, be and the same is hereby declared vacant, and Julia Kane is hereby appointed said matron at the same salary of $60 per month; that the position of ambulance driver at the City and County Hospital, now held by J. F. Johnson at $60 per month, be and the same is hereby declared vacant, and Harry Rix is hereby appointed as such ambulance driver at the same salary of $60 per month; that the position of baker at said City and County Hospital, now held by P. Gallagher, be and the same is hereby declared vacant, and M. A. Kopp is hereby appointed as such baker at the same salary of $80 per month; that the position of J. V. Thompson as orderly at said hospital at $65 per month be and the same is hereby declared vacant, and Thomas Riordan (2618 Twenty-second street) is hereby appointed such orderly at such salary of $65 per month; except as otherwise in this resolution provided this resolution shall take effect and be in force on January 11, 1904.

The following, also by Dr. Harvey, took the ordered course: Resolved, That the position of Superintendent of the Almshouse, now held by W. J. Kelly at $200 per month, and the position of matron of the almshouse, now held by J. T. Kelly at $60 per month, be and the same hereby declared vacant and Frank A. Schmitz is appointed such superintendent and Mrs. Frank A. Schmitz is appointed such matron, at the same salaries; that A. M. Currie be and he hereby is appointed assistant superintendent of said almshouse at a salary of $100 per month; that W. E. Conlan, M. D., be and he hereby is appointed resident physician at said almshouse at the same salary which he now receives at $125 per month; that the position of clerk of said almshouse now held by George J. Berger, be and the same is hereby abolished; that the position of commissary now held by William Ross, is hereby declared vacant and F. Julian is hereby appointed such commissary at the same salary of $100 per month; that the position of outside foreman now held by P. J. Kelly, be and the same is hereby declared vacant, and F. J. Hopper is hereby appointed such outside foreman at $90 per month; that E. H. Coffee is hereby appointed apothecary of said almshouse at a salary of $75 per month; that the position of nurse now held by J. Nickson, be and the same is hereby declared vacant, and Clara

Lawton is hereby appointed such nurse at the same salary of $40 per month. This resolution shall take effect and be in force on January 11, 1904.

APPORTIONMENT OF PATIENTS.

Dr. Poheim presented the following, which was adopted:

Resolved, That until the further order of the Board the ratio for the apportionment of patients at the City and County Hospital shall be as follows.

To the physicians representing the University of California, five wards (including the San Francisco Polyclinic, one ward); to the physicians representing the Cooper Medical College, of San Francisco, three and one-half (34) wards; to the physicians representing the College of Physicians and Surgeons of San Francisco, two (2) wards; to the physicians representing the Hahnemann Medical College of the Pacific, two (2) wards; to the physicians representing the California Medical College, one (1) ward. One-half ward to be used as a maternity ward for the use of all physicians of the various staffs of the hospital.

Further resolved, That until further order patients received at the hospital shall be assigned as received in regular rotation to the respective schools of medicine, as follows (on the basis of 35): Alopathic or regular physicians: Patients Nos, 1, 2, 3, 4, 7, 8, 9, 11, 12, 13, 14, 17, 18, 19, 22, 23, 24, 26, 27, 29, 32, 33, 35. Total, 23. Homeopathic: Nos. 5, 10, 15, 20, 25, 28, 30, 84. Total, 8. Eclectic: Nos, 6, 16, 21, 31. Total, 4.

OUR UNIVERSITY CITY AND ITS MILK SUPPLY.

The energetic Health Officer of Berkeley, Dr. Frank Howard Payne, made some startling discoveries of impurities and filth in the city's milk supply. In addressing the Board of Trustees of Berkeley, Dr. Payne made it clear that prompt action must be taken before the city is plunged into an epidemic of typhoid or diphtheria. The result of the health officer's address was that every seller of milk must be licensed.

DR. PAYNE'S REPORT.

"During the past month the question of milk has been uppermost in my mind, and I have made a great deal of investigation. Besides my own analysis, I have had some samples of suspected milk analyzed by an expert chemist in San Francisco, to determine whether they contained typhoid bacillæ or preservatives, and to see if we agreed in our results.

"In two cases of typhoid fever, neither the attending physician nor I were able to trace the infection to other sources than the milk supply. The result of these examinations shows the milk to be impure, and pending further investigation of the water supply, methods in use at the dairy, and condition of the animals, it is unsafe to have such milk delivered to patrons.

LICENSING OF DAIRIES.
