chiefly on the earnestness of the Government
and the French Company.

Colombia to the canal and railroad companies
for appointment of agents to negotiate cancel-
lation of the present concessions, etc., arises,
inform the Colombian Government that the
treaty covers entire matter, and any change
would be in violation of the Spooner law, and
