Chap. 6.

AN ACT to authorize the town of New Scotland in the county
of Albany to borrow money and issue bonds or certificates there-
for for the purpose of paying the claim of John H. Titus, as
administrator of the goods, chattels and credits of Alexander
Whitford, deceased, against said town.

Became a law February 10, 1899, with the approval of the Governor.
Passed by a two-thirds vote.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. The supervisor of the town of New Scotland is hereby authorized and empowered to borrow, on the credit of said town, the sum of five thousand dollars, for the purpose of paying a judgment recovered by John H. Titus, as administrator of the goods, chattels and credits of Alexander Whitford, deceased, against said town for the death of said Alexander Whitford, caused by a defective bridge therein which said town was legally bound to maintain and keep in repair, which issue of bonds or certificates has been heretofore authorized by a special town meeting held for that purpose. And to secure the payment of the money so borrowed the supervisor and town clerk of said town of New Scotland are hereby authorized and empowered to issue bonds or certificates of indebtedness of the said town under their hands and seals in the sums of not less than one thousand dollars each, bearing interest not to exceed four per centum per annum, payable annually on the first day of February in each year, said bonds or certificates not to be sold at less than par. Said bonds or certificates shall be classified and issued so that one-fifth of the whole amount thereof shall be redeemable on the first day of February in the years nineteen hundred, nineteen hundred and one, nineteen hundred and two, nineteen hundred and three and nineteen hundred and four respectively, and the money raised upon said bonds or certificates of indebtedness shall be used for the payment of the said judgment, and for no other purpose.

§ 2. It shall be the duty of the town of New Scotland to make of princi due provisions by taxation in each year for the payment of the interest falling due on said bonds or certificates of indebtedness during such year, and also for the payment of the principal as the same may become due, and said principal and interest shall be

assessed, levied, raised and collected in the same manner as any other public or general tax of said town, and in addition to the general and ordinary taxes of said town now authorized by law. And said money, when collected, shall be paid over to the supervisor of said town, and by him applied to the payment of the bonds or certificates of indebtedness falling due and the interest thereon and for no other purpose.

§ 3. This act shall take effect immediately.

AN ACT to amend chapter one hundred and sixty of the laws
of eighteen hundred and ninety-five, entitled "An act to revise,
amend and consolidate the several acts relating to the village
of Lansingburgh" by enlarging the powers of the board of
water commissioners.

§ 16. AN ACT to legalize, ratify and confirm the incorporation of Saint
Bernard's Seminary.

Became a law February 16, 1899, with the approval of the Governor.
Passed, three-fifths being present.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. The incorporation of the Saint Bernard's Seminary by the filing, on the thirty-first day of March, eighteen hundred and ninety-one, of a certificate of incorporation in the office of the clerk of Monroe county, is hereby legalized, ratified and confirmed and declared to be as valid and effectual for all purposes from that date, and as to any subsequent lawful acts or transactions by or on behalf of said corporation or any of its officers or agents, as if such incorporation had been approved by the regents of the university of the state of New York, as required by chapter three hundred and sixty-seven of the laws of eighteen hundred and eighty-two. This act shall not affect any suit or proceeding heretofore commenced and now pending.

§ 2. This act shall take effect immediately.

Chap. 9.

AN ACT to change the corporate name of "The Washington
Street Baptist Society" of Buffalo to "The First Baptist
Church" of Buffalo.

Became a law February 20, 1899, with the approval of the Governor.
Passed, a majority being present.

§ 3. This act shall take effect immediately.

to quail and other birds on Long Island.
