SEC. 5. A majority of said commissioners may adopt such majority as mode of expressing the sense of such majority on the qustions referred to its decision by this act, as may seem most proper fairly to arrive at the wish of such majority, and may appoint a secretary, whose duty it shall be to keep minutes of the proceedings of said majority, signed by their chairman, and countersigned by the secretary, and all objections which may arise in law or equity, under this act, the said minutes shall be received as evidence of the facts therein entered and stated. That there shall be paid out of the sum appro priated by congress for defraying the expenses of the present session of the Legislative Assembly, as follows, to wit: To Horatio N. Wells, as president of the council, three dol- . lars per day extra, for thity six days services; one hundred and eight dollars.
