Recoinage of Gold Coins

Recoinage of gold coins: For recoinage of light-weight gold coins in the Treasury, to be expended
under the direction of the Secretary of the Treasury, as required by section 3512 of the Revised
Statutes of the United States (R. Š., p. 696, sec. 3512; act June 23, 1913, vol. 38, p. 21, sec. 1).........
Recoinage of Minor Coins-

Recoinage of minor coins: To enable the Secretary of the Treasury to continue the recoinage
of worn and uncurrent minor coins of the United States now in the Treasury or hereafter
received, and to reimburse the Treasurer of the United States for the difference between
the nominal or face value of such coin and the amount the same will produce in new coin,
$10,000, together with the unexpended balance of the appropriation for this purpose for the
fiscal year 1913 (acts June 25, 1910, vol. 36, p. 714, sec. 1; June 23, 1913, vol. 38, p. 21, sec. 1)....

NOTE. The unexpended balance of the appropriation for "Recoinage of minor coins" for the fiscal year 1913 is
$4,329.64, and arises in the following manner: The deficiency act of Mar. 4, 1913, provided an additional sum of $5,000
for recoinage of minor coins for the fiscal year 1913, which was not all used because there was no appropriation at
that time available for the transportation of the coins from the subtreasury to the mint for recoinage.

Maintenance, Paper Money Laundry Machines—

For all miscellaneous expenses in connection with the installation and maintenance of money laundry machines, including repairs and the purchase of supplies, for machines at Washington, D. C., and in the various subtreasury offices (act Mar. 4, 1913, vol. 37, pp. 755, 760, 761, sec. 1).....

Distinctive Paper for United States Securities

Distinctive paper for United States securities, 84,000,000 sheets, including transportation,
traveling, mill, laundry, and other necessary expenses (act June 23, 1913, vol. 38, p. 21, sec. 1).$408, 240. 00
Allowance, in lieu of actual expenses, to officer detailed from Treasury Department, $50 per
month, when actually on duty, for 10 months (same act)..

Three registers, for 10 months, at $1,230 each per annum (in lieu of 1 register and 2 assistant
registers; no increase) (same act).

Five counters, for 10 months, at $720 each per annum (same act).
Five watchmen, for 10 months (same act)...

One skilled laborer, for 10 months, at $840 (same act).

Expenses of National Currency

For 14,700,000 sheets of distinctive paper for national-bank currency, including transportation, traveling, mill, laundry, and other necessary expenses (ac! June 23, 1913, vol. 38, p. 21, sec. 1).

Allowance, in lieu of actual expenses, to officer detailed from Treasury Department, $50 per month, when actually on duty, for 2 months (same act)..

Three registers, for 2 months, at $1,230 each per annum (in lieu of 1 register and 2 assistant
registers; no increase) (same act)...

Five counters, for 2 months, at $720 each per annum (same act).
Five watchmen, for 2 months (same act).......

One skilled laborer, for 2 months, at $840 per annum (same act)

NOTE. For both of the above appropriations it is proposed to substitute "allowance" for "expenses" of officer detailed from the Treasury Department in order to comply with accounting requirement that receipted bills be furnished for actual expenses incurred, a matter of difficulty where the officer detailed establishes his family in residence at the mill during his term of detail.

Custody of Dies, Rolls, and Plates

For pay of custodian of dies, rolls, and plates used at the Bureau of Engraving and Printing for
the printing of Government securities, viz:

One custodian (increase of $1,000 submitted) (act June 23, 1913, vol. 38, p. 21, sec. 1)....
One subcustodian (in lieu of one custodian at $1,800, increase of $200 submitted) (same act)..
One clerk and distributor of stock (in lieu of 1 distributor of stock at $1,600) (same act)..
Two distributors of stock (in lieu of 1 distributor of stock at $1,400 and 1 at $1,200; increase
of $200) (same act)....

NOTE. Reduced estimates for this office were submitted by the department for the fiscal year 1913 at the
suggestion of a committee and before their report had received the department's consideration. The report
was subsequently disapproved and the department forwarded to the Congress revised estimates The present
organization imposed is not suitable to conditions in the new bureau building where one vault rather than
two as at present will be operated, and the force now estimated for is believed to be the proper one to conduct
the work, and the salaries not excessive for the duties and responsibilities imposed.

Special Witness of Destruction of United States Securities—

Pay of the representative of the public on the committee to witness the destruction by maceration of Government securities, at $5 per day while actually employed, estimated at 313 days (act June 23, 1913, vol. 38, p. 21, sec. 1).

Operating Force for Public Buildings—

For operating force for public buildings: For such personal services as the Secretary of the Treasury may deem necessary in connection with the care, maintenance, and repair of all public buildings under the control of the Treasury Department (except as hereinafter provided), together with the grounds thereof and the equipment and furnishings therein, including assistant custodians, janitors, watchmen, laborers, and charwomen; engineers, firemen, elevator conductors, coal passers, electricians, dynamo tenders, lampists, and wiremen; and for the mechanical labor force in connection with said buildings, including carpenters, plumbers, steam fitters, machinists, and painters; but in no case shall the rates of compensation for such mechanical labor force be in excess of the rates current at the time and in the place where such services are employed, $2,700,000: Provided, That the foregoing appropriation shall be available for use in connection wita all public buildings under the control of the Treasury Department, including the customhouse at Washington, D. C., but not including any other public building within the District of Columbia, and exclusive of marine hospitals, quarantine stations, mints, branch mints, and assay offices (act June 23, 1913, vol. 38, p. 21, sec. 1)........

NOTE. The increase of $125,000 in the estimate above submitted, for the force required in the operation and maintenance of public buildings under the control of the Treasury Department, is rendered necessary by the additional buildings to be placed in commission during the fiscal year ending June 30, 1915.

The words "and of sites for public buildings," which appeared in the 1914 act, have been eliminated from the paragraph, as provision for the care of such sites, etc., is submitted under the caption "Repairs and preservation of public buildings." It is believed that the care of vacant sites is more germane to the objects for which the latter appropriation is available than is the appropriation for "Operating force."

Electric protection to vaults, public buildings: For continuation of electric service protection to vaults for the following public buildings under the control of the Treasury Department, pending the installation of the central electric burglar-alarm devices provided for in the appropriation for "Mechanical equipment of public buildings": Boston, Mass., post office and subtreasury; Cincinnati, Ohio, post office and customhouse; Louisville, Ky., courthouse, post office, etc.; Milwaukee, Wis., post office, courthouse, and customhouse; Minneapolis, Minn., post office, etc.; New Orleans, La., customhouse and post office; Omaha, Nebr., courthouse, customhouse, and post office; Pittsburgh, Pa., courthouse and post office; San Francisco, Cal., mint; St. Louis, Mo., customhouse and post office; St. Paul, Minn., post office, courthouse, and customhouse; New Orleans, La., mint; Peoria, Ill., post office and courthouse; San Francisco, Cal., subtreasury (old), $3,622.50, or so much thereof as may be necessary: Provided, That upon the completion of the installation of the central electric burglaralarm devices in the foregoing buildings, provided for in the appropriation for "Mechanical equipment of public buildings" for the fiscal year 1915, the electric service protection províded for herein shall cease (act June 23, 1913, vol. 38, p. 16, sec. 1)......................

NOTE.-Pending the purchase of the present equipment, or substitution of new vault linings, etc., and the installation of the department's own system of central electric burglar-alarm devices, etc., it will be necessary to continue the electric service system in the buildings named for a period of at least three months, so as not to leave them without any protection at all. It is with this object in view that the above estimate of $3,622.50 has been submitted.

In this case the buildings are listed, partly to avoid reference to an act 10 years old, and partly because buildings not mentioned in the original act have been added, and some of those mentioned in the original act have been dropped.
