NOTE.-The reason for the change of designation proposed in the above estimate for the next fiscal year is explained in the statement following:

Explanation of estimates for appropriations for salaries of employees and for contingent expenses, public buildings and grounds, for fiscal year ending June 30, 1915.

It is recommended that the designation "park watchmen" be changed to "park police," in order that it may conform to the duties actually performed by the members of the force. When it was first organized and named, the men's duties were purely those of watchmen, as they took care of the parks, watered the plants, etc., and performed no police duties, those being in the hands of the Metropolitan police of the city. Later the park watchmen were by act of Congress given the same powers and duties as the Metropolitan police. They are now clad in police uniforms, make frequent arrests, quell disturbances, and patrol some of the worst districts in the city. They are no longer watchmen, but policemen in every sense of the word. If their designation is changed accordingly, it is believed it will result in an increased authority in their dealings with the public, and will facilitate the securing of a better class of men from the civil service, as many of the eligibles on the civil-service lists for watchmen are utterly unfitted to perform the duties of policemen.

The foregoing estimates are the same as the appropriations made in the legislative, executive, and judicial act for the fiscal year ending June 30, 1914. Experience has shown that all of these items are absolutely essential to the proper maintenance of the public grounds under the officer in charge of public buildings and grounds.—Wm. T. The services of draftsmen and such other technical services as the Secretary of the Navy may deem necessary may be employed only in the Bureau of Equipment, and at rates of compensation not exceeding those paid hereunder prior to Jan. 1, [1912] 1913, to carry into effect the various appropriations for "Increase of the Navy" and "Equipment of vessels," to the paid from the appropriation "Equipment of vessels": Provided, That the expenditures on this account for the fiscal year [1914] 1915 shall not exceed $9,500. A statement of the persons employed hereunder, their duties, and the compensation paid to each shall be made to Congress each year in the annual estimates.

NOTE.-In the event of the abolishment of the Bureau of Equipment, the proviso under "Bureau of Steam Engineering," for the payment of draftsmen and other technical employees should be amended by increasing the limit therein fixed, i. e., $37,000, by $9,500.

NOTE. In accordance with the requirements of section 2 of the act approved July 11, 1890 (26 Stat., 268), it is reported that there are no employees under this bureau who are below a fair standard of efficiency.
