Marie, Seattle, Panama, and Galveston, including furniture, fuel, lights, works and periodicals relating to hydrography, marine meteorology, navigation, surveying, oceanography, and terrestrial magnetism, stationery, miscellaneous articles, rent and care of offices, care of time balls, car fare and ferriage in visiting merchant vessels, freight and express charges, telegrams, and other necessary expenses incurred in collecting the latest information for the Pilot Charts, and for other purposes for which the offices were established (same act)......

NOTE.-The superintendent reports, under the requirements of the act of July 11, 1890 (Stat., 26, p. 268), that there are 43 employees of the observatory, none of them below a fair standard of efficiency.

For professional and scientific books, books of reference, periodicals (subscriptions to periodicals may be paid in advance), engravings, photographs, and fixtures for the library (same act)......

NOTE. Nearly all books used in the scientific work of the observatory are books of reference, and in the administration of its affairs certain books of reference are indispensable. The change requested has been allowed most ot her Government libraries.

(including transmission of public documents through the Smithsonian Exchange), foreign

The services of draftsmen and such other technical services as the Secretary of the Navy may deem necessary may be employed only in the Bureau of Steam Engineering and at rates of compensation not exceeding those paid hereunder prior to January 1, 1913, to carry into effect the various appropriations for "Increase of Navy" and "Steam machinery," to be paid from the appropriation "Steam machinery": Provided, That the expenditures on this account for the fiscal year 1915 shall not exceed $37,000. A statement of the persons employed hereunder, their duties, and the compensation paid to each shall be made to Congress each year in the annual estimates.

A statement of the persons employed hereunder, their duties, and the compensation paid to each shall be made to Congress each year in the annual estimates.

NOTE. The bureau was unable to utilize the limit of expenditures, viz., $88,300, for its technical force, authorized for the fiscal year 1913, per the legislative, executive, and judicial act of Aug. 23, 1912, because the naval bill, passed one day earlier than the legislative bill, failed to similarly increase the limit of expenditure for all classified employees. This limit was increased by naval act of Mar. 4, 1913, effective after July 1, 1913, and $88,300 is necessary for the fiscal year 1915.

NOTE.-In the event of the abolishment of the Bureau of Equipment, the following employee (transferred from that bureau) should be appropriated for under the Bureau of Construction and Repair, making the total for "Salaries; Bureau of Construction and Repair, 1915," $59,650: 1 clerk of class E, $1,000.

NOTE. In accordance with section 2 of the act of July 11, 1890 (26 Stat. L., 267), the bureau has to report that none of its employees is at present below a fair standard of efficiency.
