Regulation X, subdivision b

Resolved, That subdivision b of regulation X be amended to read as follows:

"b On account of professional or scientific requirements: All positions as scientists, technical and trade instructors and positions requiring special training and education, provided that if the eligible list resulting from any examination held for such a position contains the names of three or more persons who are citizens and residents of New York state, such persons shall be preferred in certification to non-residents."

Regulation XII

Resolved, That regulation XII be amended by adding thereto the following:

"In the Erie county almshouse: bakers, seamstresses, assistant seamstresses, cooks, assistant cooks, waitresses, masons, laundresses, assistant laundresses, carpenters."

Regulation VII, subdivision 6 (a)

Resolved, That regulation VII, subdivision 6 (a), be amended by adding to the list of positions which are certified by judicial districts, after the word "clerks ", the words "junior clerks ". (Adopted December 15, 1900.)

EXTRACTS FROM THE MINUTES, ARRANGED CHRONOLOGICALLY, SHOWING SPECIAL ACTIONS AND RULINGS

OF THE COMMISSION

Teacher, House of refuge, Albion

Resolved, That in view of the fact that Miss Lillian A. Powers, an applicant for examination for the position of teacher of English branches and vocal music in the house of refuge at Albion, N. Y., failed through an error of this Commission to receive proper and legal notice of the open competitive examination for the said place, the chief examiner be directed to hold an examination for said position of teacher of which notice has been given to Miss Powers for January 13th; and that Miss Mary E. Hoover, who is now the only person upon the eligible list for the said position, be notified that she may attend and compete in the said examination, or she may retain her place upon the eligible list with her present rating.

Resolved, Further, that the examination shall embrace the subject of music as well as the other subjects heretofore prescribed for this examination, and that in case it is impracticable to examine the candidates in the subject of music on January 13th the examination date be adjourned to a suitable time and place. Special franchise tax agents, Tax commission

Resolved, That under rule VIII, section 9, the secretary of the Commission be instructed to certify to the regularity and validity of all persons appearing on the payrolls submitted by the state board of tax commissioners as haxing rendered services as special franchise tax agents, or appraisers of franchises, for a period of three months from the date of their appointment without limit of compensation.

Assistant superintendent and engineer, Forest preserve board Resolved, That for the reasons set forth in a communication from the secretary of the forest preserve board under date of December 14th, and in view of the waiver filed by C. C. Whitney, the increase of the salary of Mr. J. Y. McClintock to $2000 per annum and his promotion to the position of assistant superintendent and engineer, be and hereby is authorized and approved. (Adopted January 10, 1900.)

Electrician, Long Island state hospital

Resolved, That the secretary answer the letter of Superintendent Dowing of the Long Island state hospital dated December 11, 1899, and notify him that under the rules for the state civil service. Christian Ashmusen, the present electrical engineer in that insti tution, is eligible to promotion to the position of chief electrical engineer without further examination, he having passed the open competitive examination for the position of chief electrical engineer.

Promotions, State architect

Resolved, That the request of State Architect Heins of December 29, 1899, for the promotion by increase of salary of Messrs. Winters, Manning and Dickinson, as duly set forth in such letter, is approved.

Resolved, That the request of State Architect Heins in his letter of January 9th in reference to an advance in salary of Messrs. Susdorf and Collier, draughtsmen in his department, is approved.

Transfer tax assistant, New York county

A communication under date of December 19, 1899, from Comptroller Morgan, was read, and it was

Resolved, That it is the sense of this Commission that the position of assistant district attorney, known as transfer tax

assistant, appointed by the district attorney of the county of New York, is a county officer and as such is not now under the jurisdiction of this Commission.

Messenger, Department of excise

Resolved, That the state commissioner of excise be authorized and allowed to reinstate Claude Bonsted as messenger in his department, if in the judgment of the commissioner such reinstatement is consistent with the interests of the public service. (Adopted January 12, 1900.)

Stereotyper, etc., State school for the blind, Batavia

A communication from Gardiner Fuller, superintendent state school for the blind, under date of December 27, 1899, was read and on motion it was

Resolved, That for the reasons stated in said communication the appointment of Miss Amy Post as stereotyper of New York point print and American Braille and music reader, New York state school for the blind, at a salary of $500 per annum and home, be allowed under the provisions of rule VIII, section 5, as it is the sense of the Commission that an examination for such position is impracticable, and Miss Post is stated by the superintendent to be well qualified to do the work.

Expert proofreader, State historian

A letter of Hugh Hastings, state historian, under date of December 16, 1899, requesting permission to appoint David C. Hastings as expert proofreader, under the provisions of rule VIII, section 9, was read, and on motion it was

Resolved, That the secretary be directed to inform the state historian that the Commission adheres to its action of December 12, 1899, denying a similar request.

Clerk, Elmira reformatory

A letter of Z. R. Brockway, superintendent of the state reformatory at Elmira, under date of January 3, 1900, in relation to the employment of Mr. Hovey as clerk in said institution, was read, and on motion it was

Resolved, That the Commission is unable to recognize the appointment of Mr. Hovey as regular for the reason that at the time of his proposed appointment he was not at the head of the proper eligible list.

Messenger, Department of public instruction

Resolved, That the appointment of Margaret J. Craig as messenger cannot be allowed or approved for the reason stated in previous correspondence of the assistant secretary, namely, that she has not passed the required examination; and further

Resolved, That in the opinion of the Commission women are not properly eligible to the position of messenger in the state classification, and that an error was made by the subordinates of the Commission in accepting the application of Miss Craig for this position.

Employees, city of Geneva

A letter under date of December 14, 1899, from the municipal civil service commissioners of the city of Geneva, in relation to the continued employment of one King in the engineer's office of said city, and also to the assignment of one Patterson, holding the position of inspector, to other work in the engineer's office at a time when his services as inspector are not needed because of stoppage of the work, was read, and on motion it was

Resolved, That the secretary be directed to write to the municipal civil service commission of the city of Geneva, informing it that in the opinion of this Commission Mr. King cannot be appointed to or continued in a position in the engineer's office
