PENALTIES. Any inspector of the customs who shall act contrary to the duties assigned
him, shall for the first offence forfeit 50 dollars, and for the second offence
be displaced,

If the locks or other fastenings put upon the hold of a vessel by an inspector,
shall be broken, or if any part of the cargo shall be landed without authority,
the master shall forfeit 500 dollars,

In every case where there shall be found a disagreement between the manifest
