MESSAGE RECOMMENDING CERTAIN AMENDMENTS TO STATE FINANCE LAW

To The Legislature:

I recommend for your consideration an amendment of section thirty-seven of the State Finance Law, as added by chapter five hundred and eighty of the laws of eighteen hundred and ninety-nine, changing the date of the payment to the State Treasurer of the moneys therein specified, and also providing that the section shall not apply to the manufacturing fund of the State prisons, known as the capital fund.

Therefore In accordance with the provisions of section fifteen of article three of the Constitution and by virtue of the authority thereby conferred upon me, I do hereby certify to the necessity of the immediate passage of Senate bill Introductory number 2 entitled "An Act making an appropriation for the expenses of a celebration in honor of the return of Admiral George Dewey to the United States ".
