The committee will come to order. This afternoon, we will hear testimony regarding the fiscal year 1997 budget request of the Supreme Court. We welcome before the subcommittee Justices Anthony Kennedy and David Souter. This is their third appearance together before us. The budget request for the Supreme Court salaries and expenses appropriation is $27,157,000, an increase of $1,323,000, or five percent, over the amounts provided for fiscal year 1996. There is an additional request of $3,313,000 for care of the Supreme Court building and grounds, which is the same as the 1996 amount. This particular appropriation is managed by the Architect of the Capitol. The Acting Architect of the Capitol, William L. Ensign, was to be here to answer questions, but due to illness, he is not able to be here. We do have his statement, which will be submitted for the record, and members may submit any questions for him to be answered for the record, and I am sure he will see to that.
