Report of the State Civil Service Commission, the same being for the year 1901.

REPORT

ALBANY, N. Y., January 15, 1902

To the Governor of the State of New York:

The State Civil Service Commission herewith submits its annual report for the year ending December 31, 1901.

In January of that year Hon. John E. Kraft, of Kingston, was appointed a member of the Commission to succeed Hon. Silas W. Burt. He was duly confirmed by the Senate and met with the Commission at its meeting on January 31st and at all subsequent meetings. No other change in the membership of the Commission has occurred.

Independently of the work of the Commission, which is indicated by the annexed statistical tables, the past year has been one of a vast amount of detail work for the Commission. The duty of passing upon all applications for changes in the classification of the offices of all the cities of the state, as well as of the state service itself, and of extending the rules whenever practicable to the county service, coupled with the duty of hearing all requests for suspensions of competition, exemptions, transfers, promotions and reinstatements-all of which matters have to be separately considered upon the merits of each individual case-imposes upon the Commission a great amount of work concerning which the public has but a slight idea.
