SUGAR AND COTTON ENTRIES AT PERNAMBUCO.

The entries of sugar and cotton at Pernambuco during the ten months September, 1903, to June, 1904, were as follows:

The present crops show, up to September, an advance of 65,633 bags of sugar over the crop of 1902-3, and a decline of 79,148 bales of cotton.

ARBITRATION CONVENTION CONCLUDED BETWEEN BRAZIL AND PERU.

The following is a translation of the convention concluded between the United States of Brazil and the Republic of Peru on July 12, 1904, for the settlement of claims of the citizens of either country against the other:

"The Government of the Republic of the United States of Brazil and the Government of the Republic of Peru, desiring, in the interest of the relations of friendship existing between the two countries, that the claims made by the citizens of either country against the Government of the other, growing out of acts committed on the upper Juruá and upper Purús rivers, may be examined and settled promptly and justly, have given the necessary instructions for this purpose to their plenipotentiaries, to wit:

"The President of the Republic of the United States of Brazil, to JOSÉ MARIA DA SILVA PARANHOS DO RIO BRANCO, Minister of Foreign Relations; and

"The President of the Republic of Peru, to Don HERNAN VELARDE, Envoy Extraordinary and Minister Plenipotentiary of Peru in Brazil; "Who, having been duly authorized, have agreed upon the following: "ARTICLE 1. All claims made by the citizens of Brazil and by the citizens of Peru on account of losses or violent acts which they may have suffered, or which they claim to have suffered, on the Upper Juruá and the Upper Purús since 1902, shall be referred for decision. to an arbitration tribunal which shall hold its sittings in the city of

Rio de Janeiro and shall meet for business within six months from the date of the exchange of the ratifications of this convention.

"ART. 2. The tribunal shall be formed by two arbiters, one a citizen of Brazil and the other a citizen of Peru, appointed by their respective Governments within a month from the date of the exchange of the ratifications of this convention, and by a third arbiter to be chosen by the two Governments, within the same period, from among the diplomatic ministers accredited to Brazil.

"ART. 3. Within one year from the date of its first meeting, or, if possible, within six months, the tribunal shall examine and decide all claims according to justice and equity.

"Only those claims shall be examined and decided which have been received by the tribunal within a period of six months, reckoned from the day of its first meeting for business.

"ART. 4. The decisions of the tribunal shall be considered by the High Contracting Parties as satisfactory, perfect, and irrevocable, and the parties preferring the claims shall be bound to accept them as final.

"ART. 5. The payment of indemnities awarded shall be made by the one Government to the other within one year after the date of the closing of the sessions of the tribunal without interest and without any deduction.

"ART. 6. Each Government shall pay the compensation of its own arbiter and that of his assistants. The compensation of the third arbiter, to be hereafter fixed, shall be paid by the two Governments in equal moieties.

"ART. 7. The ratifications of the present convention shall be exchanged at Rio de Janeiro within four months from the date hereof, or sooner if possible.

"In faith whereof, we, the aforesaid Plenipotentiaries, have signed the present convention in duplicate, each in the Portuguese and Spanish languages, and hereunto affixed our respective seals.

"Done at Rio de Janeiro the 12th day of July, in the year 1904. [SEAL.] "RIO-BRANCO. [SEAL.] "HERNÁN VELARDE."

BUDGET ESTIMATE FOR 1905.

The Brazilian budget estimate for the year 1905, as presented to the National Congress, provides for expenditures amounting to 46,744 contos, gold, and 260,767 contos, paper, as compared with 46,921 contos, gold, and 255,691 contos, paper, for 1904. The revenue is estimated at 47,845 contos, gold, and 261,133 contos, paper, showing a surplus of 1,101 contos, gold, and 356 contos, paper.

CUSTOM-HOUSE RECEIPTS FOR JUNE, 1904.

The receipts at the custom-houses of Brazil for the month of June, 1904, compared with those for the corresponding month of 1903, were as follows:

The total receipts from January to June, inclusive, amounted to 101,835,987 milreis, against 97,283,383 milreis in the same period of 1903.

CUSTOM-HOUSE RECEIPTS FOR JULY, 1904.

The following figures show the revenue of the various custom-houses of the Republic for the month of July, 1904, and for the seven months ending July, 1904, as compared with the corresponding statistics for the same periods in the preceding year:

INCREASE OF TRADE WITH THE ARGENTINE REPUBLIC.

Argentine statistics for the first half of the current year (1904) show an increase of $410,595, or 14.6 per cent, for imports from Brazil into the Argentine Republic and an increase of $909,116, or 22.4 per cent, for exports to Brazil.

STATISTICS OF THE STATE OF SÃO PAULO.

The report of the Secretary of the Treasury of the State of São Paulo contains the following statistics of the trade movement of that State for the year 1903:

"The total value of the imports at the port of Santos in 1903 was 91,016,063 milreis, compared with 106,802,343 milreis in 1902, showing a decrease of 15,786,280 milreis. This decrease in the imports occurred principally in raw materials, machinery, and food products. The principal items in the imports were: Cereal and vegetable products, 28,361,000 milreis; alcoholic beverages, spirits, and vegetable juices, 10,819,000 milreis; cotton, 7,399,000 milreis, and iron and steel, 6,213,000 milreis.

"The exports at the same port were estimated at 200,700,000 milreis, compared with 220,700,000 milreis in 1902. The principal products exported were: Cotton goods, 4,662,000 milreis; woolen goods, 661,356 milreis; beer, 492,615 milreis; sacking, 473,535 milreis; hats, 415,157 milreis; sole leather, 435,413 milreis; salted meat, 365,094 milreis; bran, 246,129 milreis; coffee, 222,139 milreis; shoes, 205,703 milreis.

"The railway extension of the State was increased during the year by 200 kilometers, making the total length of the State railway system 3,740.1 kilometers."

MOVEMENT OF THE PORT OF PERNAMBUCO IN JULY, 1904.

The "Boletim Mensal da Associação Commercial de Pernambuco” contains the following statistics of the trade movement of the port of Pernambuco in July, 1904:

"During the month of July, 1904, 63 steamships and 3 sailing vessels, with a total tonnage of 91,509 tons, entered the port of Pernambuco, while there cleared from the port during the same month 39 steamships and 4 sailing vessels.

"The exports from this port for the month of July were as follows:

EXPORTS OF SUGAR IN 1903.

The "Jornal dos Agricultores," Rio de Janeiro, publishes the following statistics on the exports of sugar in 1903:

"During the year 1903 Brazil exported 21,888,999 kilos of sugar, valued at 3,932,255 milreis, compared with 136,757,259 kilos, valued at 19,003,536 milreis in 1902. This shows a decrease for 1903 of 114,868,261 kilos, or a decrease in the value of sugar exports amounting to 15,061,281 milreis."
