Article 1 thereof is of the following tenor: "Products of the soil, merchandise, and articles coming from foreign colonies shall pay an additional duty of 30 per cent when introduced into the ports of the Republic open to importation. Merchandise consigned to Venezuela and coming from ports of Europe or the United States of America, shall, when transshipped in such colonies, be liable to a surcharge of 30 per cent on the duties liquidated according to each manifest under the tariff in force. The latter provision shall not take effect until a date to be fixed by the Executive Power.

V.-Resolution of June 15, 1904, assessing duty on "waterproof lining for partitions."

In accordance with this resolution, the article known by the name of "waterproof lining for partitions," consisting of waterproof pasteboard, parchment, and residues of rubber and abestos, forming together sheets for covering or lining damp partitions with the view of preventing damage caused by damp, shall be ranged in Class II of the tariff.

VI.-Resolution of June 20, 1904, classifying common unbleached filter cloth.

This resolution provides that the stuff known as "common unbleached filter cloth" shall be dutiable under Class III, by assimilation to canvas or unbleached cloth No. 3.

VII.-Resolution of June 22, 1904, taxing "cyanide of sodium.”

According to this resolution, "cyanide of sodium" imported into the Republic shall, from and after the above date, come under Class III of the tariff as cyanide of potassium.

CUSTOMS CLASSIFICATION OF KALSOMINE, CALCARIUM, LITHIUM, AND EDNORÉ.

The "Gaceta Oficial," of Caracas, of August 4, 1904, publishes the following executive decree:

"CARACAS, August 4, 1904.

"Whereas the customs tariff does not include the merchandise known in commerce under the names of calsomina, calcarium, lithium, and ednoré, which is a lime or colored earth of various hues

mixed with powdered asbestos, and which, when dissolved in water, is employed advantageously in the place of size painting to tint the walls of buildings, the Provisional President of the Republic, in exercise of the authority conferred upon him by article 9 of the customs tariff, decrees:

"That said substance, when imported through the custom-houses of the Républic either in the form of powder or in iron drums mixed with water, shall be placed in the third class of the customs tariff the same as asbestina, which it resembles.

"Let it be published and communicated to the customs administrators of the Republic for their government in the classification. "For the National Executive,

COMMERCIAL INTERCOURSE BETWEEN GERMANY AND LATIN AMERICA IN 1903.

The "Statistisches Jahrbuch für das Deutsche Reich" (Statistical Yearbook for the German Empire), published in July, 1904, contains a detailed statement of the commercial intercourse between Germany and the various countries of Central and South America during the year 1903, as compared with the preceding year.

According to figures published by the Department of Commerce and Labor of the United States, the trade between Germany and South America in 1903 and 1902 showed the following valuations:

The total increase in the German trade with America in 1903 was $41,459,600, of which $29,274,000 was in the trade with South America. In other words, the development of German trade with North America was considerably less than of that with South America. The increase in imports from South America was $16,779,000 the increase in exports $12,495,000. The most striking figures in connection with the import movement are furnished by the Argentine Republic and Chile; the imports from the Argentine Republic increased by $16,374,400, while the imports from Chile decreased by $3,787,000. Another interesting and important fact is that exactly one-half of the increase of exportations to South America were taken by the Argentine Republic.

The trade of Germany with Brazil last year has never been surpassed except in the three record years of 1890, 1891, and 1892. It was $5,950,000 higher than the average of the last ten years. This result is all the more important when one remembers that last year the average price of the most important export product of Brazil-coffeewas considerably lower than in 1902.

WORLD'S MERCHANT MARINE.

Recent statistics published in France estimate the total tonnage of the world's merchant marine at 33,643,000 tons, and the number of vessels at 23,853, of which 12,671 are steamships with 27,184,000 tons and 12,182 are sailing ships with 6,459,000 tons. This gives an average of about 1,540 tons for steamers and 538 tons for sailing vessels. Although the construction of large ships has greatly developed during
