(Aos Senhores Representantes dos Estados Unidos de America acreditados juntos aos Governos Signatarios das Actas da Conferencia da Haya em 1899.) DEPARTAMENTO DE ESTADO, Washington, 21 de Outubro de 1904. SENHOR: A Conferencia da Paz que abriu suas sessões na Haya o 18 de Maio de 1899, marcou uma epoca na historia das nações. Convocada por Sua Magestade o Imperador da Russia para discutir problemas relativos á manutenção da paz geral, a regulamentação das operações de guerra, e a diminuição das cargas que impõe aos povos modernos sua preparação para o caso eventual de que uma guerra rebente, obteve o resultado de que se acceitassem e firmassem pelas potencias que a ella concorreram, differentes convenções para o arranjo pacifico das difficuldades internacionaes por meio da arbitragem, e para a modificação em sentido humanitario das leis e costumes da guerra, tanto terrestre, como maritima. A obra realizada por esta Conferencia foi, portanto, muito grande, ao passo que foi adiada para futuras reuniões do mesmo genero a discussão de outros aspectos do mesmo assumpto geral, relativos, por exemplo, á determinação dos direitos e deveres dos neutraes, a inviolabilidade da propriedade privada na guerra maritima, e o bombardeamento dos portos, cidades e povoações, por forças navaes.
