The commission has complete roster, and states that the same with its other records is sufficient to make it possible to establish the legality of the appointment of all persons now in the classified service.

Yonkers

Commission: William H. Rubien, foreman, Otis Elevator Company; Robert B. Hamilton, assistant superintendent, Otis Elevator Company; Frank O. Brady, merchant, and James H. Malone, merchant. Commissioners Rubien, Hamilton and Brady were reappointed January 1, 1912; Commissioner Malone was appointed on the latter date. The three former commissioners each receive $300 per annum, and Commissioner Malone, secretary of the commission, receives a salary of $900 per annum.

Notice of examinations is published ten days previous thereto in two official papers. Examinations are prepared and rated by the secretary under the supervision of the commission. All examination papers are open for inspection. Applicants are notified by mail five days before examination. No non-competitive, provisional or emergency examinations held during the year; no appeals from ratings. Report states that on January 4, 1912, by action approved by the State Commission, sixteen caulkers in the Bureau of Water were placed in the competitive class without

examination.

Provisions of law giving preference to veterans have been strictly complied with and also the provision regarding certification of payrolls and accounts for services. The certifying is done by the secretary after checking payrolls with official roster. No city employees are paid without certification, except those in educational departments. Provisions of law, regarding certification of laborers, strictly complied with. Laborers have been registered for gardener, rockman, oiler, driver, watchman and common laborer.

Official roster complete as to names, dates, etc., and stated to be sufficient with other records to make it possible to establish the legality of the appointment of all persons now in the classified service.
