I. By direction of the Secretary of War, paragraph 3, General Orders, No. 98, May 26, 1899, from this office, is amended to read as follows:

Furloughs granted to enlisted men serving in Cuba, Porto Rico, Hawaii, Guam, Philippine Islands, Department of Alaska, or at any station beyond the limits of the United States, for the purpose of returning to this country, will take effect on the dates they reach the United States, which will be indorsed on the furloughs by the transport commissaries. The furloughs will direct the soldier to report for duty at the close of the last day thereof at the military post nearest the particular home port from which transports usually sail for the islands or stations above referred to and the commanding officers of these posts will assign such enlisted men to organizations under their command for the purpose of subsistence during the time they are detained at their posts, and they will be returned to their proper stations by the first available transport.

Commanding officers will cause notation to be made on the furloughs showing the dates when the men report at their posts, and at the proper time will issue the necessary orders directing them to rejoin their stations, reciting therein the date of their arrival in the United States, date of reporting at post, and whether or not commutation of rations has been paid. A copy of the order will be furnished to the soldier and to the commanding officers concerned.

The commissary of the transport on which these enlisted men return will indorse on such orders the dates during which they were subsisted aboard the transport. The order will be retained by the enlisted man who will deliver it to his commanding officer as evidence of his authority to be absent from his post during the time required for travel in rejoining the

same.

II. By direction of the Secretary of War, the following is published to the Army for the information and guidance of all concerned:

The attention of the Secretary of War having been called to the practice of certain officers of the Army of using printed blanks forms in notifying paymasters of a soldier's discharge, which is in violation of paragraph 150 of the Regulations, he directs that the requirements of said Regulations be strictly adhered to.

By direction of the Secretary of War, the following changes in the stations of troops are ordered:

1. Headquarters, band, and two battalions of the 15th U. S. Infantry, to be selected by the department commander, from the Department of the East to the Division of the Philippines.

2. Company E, Battalion of Engineers, from the Military Academy, West Point, New York, to the Division of the Philippines.

3. Troops A, C, and K, 1st U. S. Cavalry, from the Department of the Missouri; Troops B and L, 1st U. S. Cavalry, from the Department of the Colorado; headquarters, band, and Troops D, I, and M, 1st U. S. Cavalry, from the Department of Dakota, to the Division of the Philippines.

4. Band and Troops B, G, H, and I, 3d U. S. Cavalry, from the Department of the East to the Division of the Philippines. 5. Headquarters, band, and two battalions of the 5th U. S. Infantry, from the Division of Cuba to the Department of the Lakes.

6. Headquarters, band, and two battalions of the 2d U. S. Infantry, from the Division of Cuba to the Department of the Lakes.

7. Headquarters, band, and two battalions of the 8th U. S. Infantry, from the Division of Cuba to the Department of Dakota.

8. One battalion of the 11th U. S. Infantry, to be selected by the department commander and to constitute the depot battalion of the regiment, under the provisions of paragraph II, General Orders, No. 153, August 21, 1899, from this office, from the Department of Porto Rico to the Department of the East for assignment to stations left vacant by the departure of the companies of the 15th U. S. Infantry now stationed in that department.

9. Headquarters, band, and one squadron of the 5th U. S. Cavalry, to be selected by the department commander, from the Department of Porto Rico to the Department of the East,

10. Troops A and C, 1st U. S. Cavalry, from Fort Robinson, Nebraska, and Troop K, 1st U. S. Cavalry, from Fort Niobrara, Nebraska, will be relieved by one company of the 10th U. S. Infantry from Fort Crook, Nebraska, for each post.

Troop L, 1st U. S. Cavalry, at Fort Logan, Colorado, will be relieved by Company D, 7th U. S. Infantry, from San Carlos, Arizona Territory; Troop D, 1st U. S. Cavalry, at Fort Yates, North Dakota, will be relieved by Troop F, 1st U. S. Cavalry, from Fort Keogh, Montana, and Troop M, 1st U. S. Cavalry, at Fort Yellowstone, Wyoming, will be relieved by Troop G, 1st U. S. Cavalry, from Fort Meade, South Dakota, leaving Troop H. 1st U. S. Cavalry, at Fort Meade. Troop B, 1st U. S. Cavalry, at Fort D. A. Russell, Wyoming, will be relieved by two companies of the 23d U. S. Infantry now under orders for that station.

11. Headquarters, band, and 1st and 2d squadrons, 9th U. S. Cavalry (Troops A, B, C, D, E, F, G, and H), from the Department of the Colorado to the Division of the Philippines.

Troops A and B, 9th U. S. Cavalry, at Fort Grant, Arizona Territory, will be relieved by two troops of the 5th U. S. Cavalry from Jefferson Barracks, Missouri, and one company of the 25th U. S. Infantry from Fort Sam Houston, Texas; Troops E and G, 9th U. S. Cavalry, at Fort Apache, Arizona Territory, will be relieved by Troop L, 9th U. S. Cavalry, from Fort Wingate, New Mexico, and Troop M, 9th U. S. Cavalry, from Fort Grant, Arizona Territory; Troop H, 9th U. S. Cavalry, at Fort Wingate, New Mexico, will be relieved by one troop of the 5th U. S. Cavalry from Jefferson Barracks, Missouri. Troop C, 9th U. S. Cavalry, at Fort Douglas, Utah, will be relieved by two companies of the 23d U. S. Infantry now under orders for that station.

Troops F and D, 9th U. S. Cavalry, at Fort Huachuca, Arizona Territory, will be relieved by one troop of the 5th U. S. Cavalry from Jefferson Barracks, Missouri.

The squadron, 5th U. S. Cavalry, at Jefferson Barracks, Missouri, will be relieved by one company of the 1st U. S. Infantry from Fort Leavenworth, Kansas.

12. Upon arrival in the United States the 2d U. S. Infantry will immediately proceed to Fort Thomas, Kentucky; the 5th U. S. Infantry to Fort Sheridan, Illinois, and the 8th U. S. Infantry to Fort Snelling, Minnesota.
