Secretary of War, the following

changes in the stations of troops are ordered:

1. Siege Battery O, 7th U. S. Artillery, from the Department of the Missouri to the Presidio of San Francisco, California, for duty in China.

2. One company of the 7th U. S. Infantry, Vancouver Barracks, Washington, to be selected by the department commander, from the Department of the Columbia to the Department of California, for station at Alcatraz Island, California. Commanding generals of departments concerned in these movements will by concert of action arrange for details of movement and report hours of departure and arrival and strength of command by telegraph to the Adjutant General of the Army.

Siege Battery O, 7th U. S. Artillery, will be at once filled to the maximum of 145 enlisted men by transfer from the light batteries of artillery stationed at Fort Riley, Kansas, of a sufficient number of enlisted men having more than six months to serve and of enlisted men having six months or less to serve who have signified their intention to reenlist; and enlisted men of the siege battery who have six months or less to serve and who have not signified their intention to reenlist will be transferred to the above-mentioned light batteries in like proportion.

The battery commander will make every proper effort to induce enlisted men of his battery who have relatives dependent upon them to make allotments of pay, as contemplated by General Orders, No. 149, August 17, 1899, from this office, reporting names to the Adjutant General of the Army.

This battery will take everything, including ammunition it now has, except guns, gun carriages, and black-powder cartridges. Two 5-inch siege guns and two 7-inch howitzers with carriages and platforms complete will be supplied from Manila. The property left behind will be securely packed, marked,

The Quartermaster's Department will furnish the necessary transportation, the Subsistence Department suitable travel rations, and the Medical Department proper medical attendance and supplies.

II. By direction of the Secretary of War, paragraph 1322 of the Regulations is amended to read as follows:

1322. Travel allowances will be paid by the chief paymaster of the department in which the journey is completed. The foregoing will not apply to journeys in which delays at intermediate points occur and afford opportunity for the collection of mileage for travel performed to such points.

The following order has been received from the War Department and is published to the Army for the information and guidance of all concerned:

WAR DEPARTMENT, Washington, July 21, 1900. By direction of the President, the Departments of Havana and Pinar del Rio and Matanzas and Santa Clara are hereby consolidated and will be known as the Department of Western Cuba, with headquarters at Quemados, Cuba. The Department of Santiago and Puerto Principe will be known as the Department of Eastern Cuba, with headquarters at Santiago, Cuba.

Brigadier General Fitzhugh Lee is hereby assigned to the command of the Department of Western Cuba, and Colonel Samuel M. Whitside, 10th Cavalry, to the command of the Department of Eastern Cuba. The commanding general, Division of Cuba, will make immediate recommendation for the disposition of staff officers heretofore on duty in the Department of Matanzas and Santa Clara and the records of the discontinued department will be transferred to the Department of Western Cuba.
