ADJUTANT GENERAL'S OFFICE,

By direction of the Secretary of War, under instructions from the President, a competitive examination of enlisted men for promotion to the grade of second lieutenant, U. S. Army, will be held in each geographical department on June 1, 1900, in lieu of the usual examination in September, with a view to filling vacancies which may exist July 1, 1900.

A soldier desiring to take the competitive examination must have completed two years of service, as defined in Circular, No. 7, March 20, 1900, from this office, on or prior to June 1, 1900, and his age on that date must be under thirty years.

A board will be convened June 1, 1900, by each department commander, before which any soldier serving within the department and possessing the legal qualifications and who may desire to take the examination will be ordered to appear. Each board so convened will conduct the examination according to the provisions of Section IV of General Orders, No. 79, November 26, 1892, as amended by General Orders, No. 32, February 21, 1899, and General Orders, No. 148, August 15, 1899, from this office, and will prepare and forward its report as directed in Section V thereof.

Regimental commanders will be directed to report at once to department commanders the names of all legally qualified enlisted men who desire to appear before the board.

For the purpose of appointment and of relative rank after appointment the names of the successful candidates will be arranged by the War Department on a list in order of merit according to their general average as reported by the several departmental boards.

I..By direction of the Secretary of War, so much of General Orders, No. 40, April 2, 1900, from this office, as directs the battalion of the 23d U. S. Infantry, upon its arrival from the Philippine Islands, to take station at Fort Douglas, Utah, is amended to direct two companies thereof, to be designated by the battalion commander, to take station at Fort D. A. Russell, Wyoming.

The commanding general, Department of California, is charged with the execution of this order and will report by telegraph to the Adjutant General of the Army the letters of the two companies designated under this order and the officers on duty therewith.

II. By direction of the Secretary of War, the cavalry saber belt will hereafter be issued to the artillery in the interest of uniformity of equipment and as a more convenient equipment, as when not used as a saber belt it can be used as a waist belt.
