JOINT RESOLUTION Proposing an Amendment to Section 35, of Article V, of the Constitution of the State of Florida, Relating to the Establishment of Courts in this State.

Be it resolved by the Legislature of the State of Florida:

That the following amendment to the Constitution of the State of Florida be and the same is hereby agreed to, and shall be submitted to the electors of the State at the general election in November, 1898, for ratification or rejection.

Section 35, of Article V, of the Constitution of the State of Florida is hereby amended so as to read as follows:

"SECTION 35. No courts other than herein specified shall be established in this State, except that the Legislature may clothe any railroad commission with judicial powers in all matters connected with the functions of their office."

JOINT RESOLUTION Proposing an Amendment to Article III, of the Constitution of the State of Florida, Relative to the Legislative Department

Be it resolved by the Legislature of the State of Florida:

That the following amendment to the Constitution of the State of Florida be and the same is hereby agreed to and shall be submitted to the electors of the State at the general election in 1898, for ratification or rejection, and shall be numbered Section 34, of Article III.

(Add the following as Section 34, of Article III:)

SECTION 34. Immediately upon the impeachment of any officer by the House of Representatives, he shall be disqualified from performing any of the duties of his office until acquitted by the Senate, and the Governor in such case shall at once appoint an incumbent to fill such office pending the impeachment proceedings. In case of the impeachment of the Governor the President of the Senate, or, in case of the death, resignation or inability of the President of the Senate, the Speaker of the House of Representatives, shall act as Governor pending the impeachment proceedings against the Governor.

JOINT RESOLUTION to the Congress of the United States Ask-
ing for an Additional Appropriation For the Improving of the
Apalachicola River, Including the Cut-off, and the Lower
Chipola River in Florida.

Be it resolved by the Legislature of the State of Florida:

SECTION 1. That our Senators and Representatives in Congress be requested to use their best endeavors to secure an additional appropriation of $50,000 for the improvement of the Apalachicola river, the cut-off, and the lower Chipola river in the State of Florida.

SEC. 2. Resolved, That the Secretary of the State be directed to send to each of our Senators and Representatives in Congress a copy of this resolution, under the great seal of the State of Florida.

SEC. 3. Resolved, That this resolution shall take effect upon its approval by the Governor.

A JOINT RESOLUTION Requesting the Senators and Representatives in Congress From This State to Use Their Efforts Towards Securing an Appropriation for Deepening the Harbor at Boca Grande, Lee County, Florida.

WHEREAS, Boca Grande is the most southerly deep water harbor on the Gulf of Mexico, lying north of Key West. Through it is now shipped annually between 100,000 to 200,- Preamble. 000 tons of phosphate. With the exceptions of two little knobs, a depth of 27 feet of water could be maintained. The improvement of this harbor would add largely to the development of the phosphate industry of Southern Florida; therefore,

Be it resolved by the Legislature of the State of Florida:

SECTION 1. The Senators and Representatives in Congress from this State are requested to use their efforts towards se. curing an appropriation of $100,000 to deepen the harbor of Boca Grande.

SEC. 2. The Secretary of State is requested to forward a copy of this resolution to each of the Senatorrs and Representatives in Congress from this State.

RESOLUTIONS of Admiration for Greece and Sympathy with
Crete.

Be it resolved by the Senate of Florida, the House of Representatives of the Legislature of Florida, in session convened, concurring:

SECTION 1. That while it is impossible for the State of Florida in her sovering capacity to aid the unhappy citizens of Crete, or the heroic people of Greece in any material way, we consider it a privilege, a tribute to civilization and Christianity, to express our admiration and sympathy for the gallant struggle against barbarism in its war upon the Christian people of Crete.

Resolved 2. That we regard with horror the effort of the civilized powers of Europe to uphold a despotism that has ever gloated over the torture, murder and debauchery of Armenians, and now seeks to massacre the helpless women and children of Christian Crete.

Resolved 3. Though it is necessarily futile in practical rersults, it is a satisfaction to express our detestation of the oppression, by the allied powers, of a people who furnished the story of Thermopylæ, as an inspiration for all future generations; a nation to which a noted divine eloquently claims we are a "debtor for the language of the New Testament, the best sermon ever preached, the best letters ever written, and the best visions ever kindled." The world is debtor to the Greeks for our poetry, history, comedy, mythology, tragedy, literature, medicine, athletics, architecture, music and art, and we protest against the payment of the debt by the upholding of their barbarous assailants.

Resolved 4. That the Secretary of State is authorized, and hereby directed, to have these resolutions, upon their passage, handsomely engrossed and forwarded to his Majesty, King George of Hellas.

HOUSE JOINT RESOLUTION Providing for the Printing of Indexed Copies of the Constitution of the State of Florida.

Be it resolved by the Legislature of the State of Florida.

Constitution ordered printed

That two hundred indexed copies of the Constitution of the State of Florida, with all amendments thereto, be printed for Copies of the use of this Legislature, and that 2,000 (two thousand) additional copies be printed and deposited in the office of the Secretary of State for the use of the public at cost.

The Secretary of State is hereby empowered and authorized to award the printing of said copies to the lowest bidder awarded to therefor in any part of the State.

JOINT RESOLUTION Relating to the Election of United States
Senators by the People.

Be it resolved by the Legislature of the State of Florida:

That our Senators and Representatives in Congress are hereby instructed to vote for a resolution amending the Constitution of the United States, to be submitted to the several States for ratification, providing for the election of United States Senators by direct vote of the people.

Be it further resolved, That the copies of this resolution to be sent and Representatives in Congress great seal of the State.

JOINT RESOLUTION to the Senators and Representatives from the State of Florida in the Congress of the United States.

Be it resolved by the Legislature of the State of Florida:

That our Senators and Representatives in Congress be requested to take incipient steps to amend the Federal Constitution to enable the qualified voters of the several States to vote for United States Senators, President and Vice-President by a popular vote.

JOINT RESOLUTION Memorializing Congress to Recognize the
Belligerent Rights of Cuba.

Be it resolved by the Legislature of the State of Florida:

THAT WHEREAS, The people of the Island of Cuba have for more than two years been engaged in a struggle for independence and the right to maintain a free government of their own; and,

WHEREAS, There has existed an actual state of warfare between the people of Cuba and the government of Spain for the time mentioned, and the people of Cuba have been able by force of arms to establish and maintain a status entitling them under international law to be recognized as belligerents;

Therefore be it resolved by the Legislature of the State of Florida, That it is the earnest desire of the people of this rights for Caba. State that belligerent rights be extended to the people of Cuba, and that the government of the United States do at once recognize such rights.

Resolved further, That our Senators and Representatives in Congress be requested to lay this memorial before Congress,. and use their influence to have the rights of Cuba recognized as a belligerent nation.
