The Committee of the American Political Science Association

The problem of the relation of training for public service to academic instruction is now receiving careful attention from university and college authorities. The American Political Science Association, at its annual conference in December, 1912, appointed a special committee to investigate and report on present opportunities for laboratory work for students in political science, to recommend the granting of university credit for satisfactory field work, and to devise methods for the measurement of laboratory work, according to academic standards. Upon a call issued by Hon. John Purroy Mitchel, mayor of the City of New York, a national conference on universities and public service was held in New York in May, 1914, and was attended by the representatives of all the leading universities of the country.* While there was considerable difference in views as to methods and results, there was unanimity of opinion that the hour had come for universities and colleges to take practical steps to organize courses of instruction and secure laboratory practice in those branches of learning leading to public service.

The report of the conference was published at Madison, Wisconsin, in 1914, under the title of "Universities and Public Service."
