INTRODUCTION.

The following compendium of Regulations, Decisions, and Circulars is prepared and published for the information and guidance of officers serving in the Quartermaster's Department.

The system of money accountability and property responsibility is simple and fully covered by regulations which should be carefully studied. All requirements shown on the face, and instructions on the backs of accounts current and returns, abstracts and vouchers, should be observed so as to avoid complications and delay in their examination and final settlement of money accounts by the auditor for the War Department.

Great care should be exercised in receiving and transferring property before signing receipts and invoices. A careful inventory of articles, quantity, and amounts, and of its condition, should be taken before receiving or transferring property.

This compendium is published as a ready reference for officers serving in the Quartermaster's Department. There may be omissions, and in such cases recourse should be had to existing Army Regulations for subjects not embraced herein.
