It appearing to my satisfaction that the public interest requires it;

THEREFORE In accordance with the provisions of section fifteen of article three of the Constitution and by virtue of the authority thereby conferred upon me, I do hereby certify to the necessity of the immediate passage of Senate bill Introductory number 1 entitled “An Act to amend the tax law, in relation to the taxation of public franchises as real property ".

MESSAGE RECOMMENDING CERTAIN AMEND-
MENTS TO STATE FINANCE LAW

I recommend for your consideration an amendment of section thirty-seven of the State Finance Law, as added by chapter five hundred and eighty of the laws of eighteen hundred and ninety-nine, changing the date of the payment to the State Treasurer of the moneys therein specified, and also providing that the section shall not apply to the manufacturing fund of the State prisons, known as the capital fund.

missioners for the compensation of needed assistants in its office and for other expenses".
