Pursuant to the provisions of section 8 of the act of June 13, 1888, and the provisions of the act of February 14, 1903, creating the Department of Commerce and Labor, and placing under its jurisdiction, among other branches of the public service, the former Department of Labor, now the Bureau of Labor, I have the honor to transmit herewith the Twenty-first Annual Report of the Commissioner of Labor, which relates to strikes and lockouts in the United States during the years 1881 to 1905.
