AN ACT in relation to navigation, constituting chapter thirty of the general laws.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. Short title. This chapter shall be known as 2 the navigation law and shall be applicable only to 3 vessels and steamboats navigating the waters within the 4 jurisdiction of this state.

§ 2. Definitions.-The term, master, when used in this 2 chapter, includes every person having for the time 3 the charge, control or direction of a steamboat or 4 vessel.

§ 3. Lights. The master of every steamboat and vessel 2 navigating in the night time shall cause the same to 3 carry and show two good and sufficient lights, one of 4 which shall be exposed near her bows and the other 5 near her stern, and at least twenty feet above her deck; 6 and the master of every vessel other than a steamboat 7 anchored in the night time shall cause her peak to be 8 lowered and a good and sufficient light to be shown 9 from her taffrail in some part of her rigging and at least 10 twenty feet above her deck.

§ 4. Life-boats.- Every ferry-boat driven or propelled 2 by fire or steam shall be provided with at least one 3 small row or life boat, fifteen or more feet in length, so 4 attached to such boat that it may in case of need be 5 launched into the water for immediate use.

Every steamboat or vessel propelled or driven by fire 7 or steam and carrying passengers, shall be provided, if of 8 the measurement of two hundred and fifty and less than 9 five hundred tons burden, with at least two ordinary 10 row-boats so attached as to be capable of being launched

11 into the water for immediate use in case of need; and 12 if of the measurement of five hundred tons or more, 13 with at least one first-class life-boat and one row-boat 14 twenty-five feet long by seven wide capable of carrying 15 or supporting fifty persons each, and at least one row16 boat of the usual size and construction.

Steam-boats and vessels meeting.- When steamboats 2 meet on any water within the jurisdiction of this state 3 each boat shall go towards that side of the water which 4 is to the starboard or right side of such boat, so that 5 the boats so meeting may pass each other with safety. 6 If two steamboats are going in the same direction, the 7 one following shall not approach or pass the boat ahead 8 within the distance of twenty yards, and the boat ahead 9 shall not be so navigated as unnecessarily to bring it 10 within twenty yards of the boat following.

§ 6. Method of landing passengers.- Small boats con2 taining passengers may be landed from or drawn to a 3 steamboat by means of a line hauled in by hand, but in 4 no case shall the line be attached to or hauled in by the 5 machinery of such steamboat.

6 No passenger shall be put or suffered to go into any 7 such small boat for the purpose of being landed until 8 such small boat shall be completely afloat and wholly 9 disengaged from the steamboat except by a painter. 10 A good and sufficient pair of oars suitable for the 11 purpose shall be kept in such small boat and a horn or 12 trumpet signal shall be given therefrom to notify the 13 steamboat master that such small boat has landed or 14 received passengers and is ready to leave shore.
