2. Unless otherwise provided in the rules, all other positions in the Police and Fire Departments shall not be deemed promotion positions, and competition therefore shall not be limited to any class of persons, except as the qualifications for some such position may require particular skill or education.

3. The positions of tillerman, ladderman and hoseman, being in the same grade and group, shall be interchangeable, and but one eligible list shall be maintained for all three of them.

The foregoing rules adopted May 1, 1917.

AMENDMENTS TO CIVIL SERVICE RULES FOR CITIES OF BINGHAMTON, BUFFALO, GENEVA, GLOVERSVILLE, ITHACA, LACKAWANNA, MECHANICVILLE, NEW YORK, NEW ROCHELLE, NORTH TONAWANDA, ONEIDA, POUGHKEEPSIE, ROCHESTER, ROME, SCHENECTADY, SYRACUSE, TONAWANDA, UTICA AND YONKERS APPROVED

Binghamton

The following resolution was adopted by the Municipal Civil Service Commission January 8, 1917, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Rule XXX, subdivision 2, be and the same hereby is suspended, and that Jewett B. Bull who resigned from the fire department on July 6, 1915, be and he hereby is reinstated in the bureau of fire in the capacity of first grade fireman.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the following positions be and the same hereby are placed in the labor class: coal passer; ground keeper; river patrolman; gate tender; gate and hydrant repairer; calker.

The following resolution was adopted by the Municipal Civil Service Commission July 23, 1917, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Frederic E. Beck be and he hereby is covered into the competitive class of the classified service of the city of Binghamton under the title of superintendent of water works at an annual salary of $2,750. (Approved October 11, 1917.)

Buffalo

The following resolution was adopted by the Municipal Civil Service Commission April 16, 1917, and approved by the Mayor April 24, 1917: Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the provisions of Rule XXV, of the Rules of the Civil Service Commission of the City of Buffalo, limiting the employment of special patrolmen for a period of ten days be waived for a period of six months. (Approved April 28, 1917.)

The following resolution was adopted by the Municipal Civil Service Commission July 26, 1917, and approved by the Mayor August 1, 1917:

Whereas, a number of employees holding positions in the competitive class of the Civil Service of the city of Buffalo have been called to military duty on account of the pending war, and as these employees are entitled to reinstatement upon their return, therefore be it

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, temporary vacancies caused by the absence of employees on military duty be filled, if practicable, from appropriate eligible lists; But if vacancies cannot be so filled, the appointing officer may select a person to fill the vacancy until the return of the regular employee, but for no longer period than six months, subject however to qualifying examination by the Commission.

The following resolution was adopted by the Municipal Civil Service Commission October 25, 1917 and approved by the Mayor October 31, 1917.

Whereas, in view of the conditions now existing by reason of the war situation which requires, in the judgment of the Commissioner of Public Safety and Chief of Police, a considerable number of special patrolmen for the purpose of guarding both public and private property and preserving order, and

Whereas, The Council of the City of Buffalo on March 28, 1917, having authorized the Chief of Police to appoint and swear in as many special patrolmen as may, in the judgment of the Commissioner of Public Safety and Chief of Police, be necessary to properly meet any situation that exists or may arise; therefore be it

Resolved, That subject to the approval of the Mayor and the State Civil Service Commission, the provisions of Rule XXV of the Rules of the Civil Service Commission of the City of Buffalo, limiting the employment of special patrolmen for a period of 10 days, be waived for a further period of six months.

The following resolution was adopted by the Municipal Civil Service Commission November 8, 1917 and approved by the Mayor:

Resolved, That all the provisions of Rule XII, which requires that "applicants for examination to positions in the police and fire departments other than patrolmen or fireman shall possess the physical qualifications prescribed for patrolman or fireman, except as to minimum height and weight," be and the same is hereby waived as to residence, age, height and other physical qualifications for the purpose of establishing an eligible list for the position of Marine Engineer Department of Fire. (Approved November 27, 1917.)

Geneva

The following resolution was adopted by the Municipal Civil Service Commission February 21, 1917, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the classification of positions in the exempt class in

the service of the city of Geneva, be and hereby is amended by adding thereto the words, "superintendent of parks," competitive or non-competitive examination for said position having been found to be not practicable. (Approved March 28, 1917.).

Gloversville

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, that part of Rule II limiting the compensation of the secretary to $5.00 per meeting, and $1.00 per week for certifying payrolls, be and hereby is suspended insofar as it relates to the services of the clerk at the present time in revising the records and inaugurating a standard card system for the roster.

Ithaca

The following resolution was adopted by the Municipal Civil Service Commission July 26, 1917, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the clause in Rule V of Rules for admission to the Civil Service of the City of Ithaca, which reads: "For police patrolmen, required minimum height 5 feet 8 inches and required minimum weight 165 lbs." be suspended until such time as this board shall take further action on this subject.

(Approved August 6, 1917.)

Lackawanna

The following resolutions were adopted by the Municipal Civil Service Commission April 4, 1917, and approved by the Mayor April 9, 1917:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, that portion of Rule XXXVI, section 3, of the Municipal Civil Service Rules of the City of Lackawanna, dated 1909-1910, containing the table of heights to read as follows.
