EXCEPTIONS FROM COMPETITIVE EXAMINATION UNDER CIVIL SERVICE RULES FOR CITIES OF NEW YORK, NEW ROCHELLE, ROCHESTER, UTICA, WATERTOWN AND WHITE PLAINS APPROVED

New York

The following resolution was adopted by the Municipal Civil Service Commission January 3, 1917, and approved by the mayor January 12, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. George W. Fuller of 509 W. 84th St., Manhattan, and Mr. Allen Hazen of Dobbs Ferry be and they hereby are excepted from examination pursuant to the provisions of Clause 6a of Civil Service Rule XII, to be employed as experts on filtration in the board of water supply for a period of one year from December 31, 1916, provided that the total compensation in each case shall not exceed $5000.

The following resolutions were adopted by the Municipal Civil Service Commission January 10, 1917, and approved by the mayor January 26, 1917: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, John E. Quinn of 39 Cortlandt Street, Manhattan, be and he hereby is excepted from examination, pursuant to the provisions of Clause 6a of Rule XII of the Rules of the Municipal Civil Service Commission, to be employed by the president of the Borough of Brooklyn as expert engineer in the bureau of public buildings and offices to prepare plans and specifications relative to the introduction of the forced draught system in the heating of public buildings for a period of one year from November 9, 1916, provided that his total compensation shall not exceed $1500.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, John P. Fox of 55 W. 44th Street, Manhattan, be and he hereby is excepted from examination, pursuant to the provisions of Clause 6a of Rule XII, of the Rules of the Municipal Civil Service Commission, to be employed by the committee on city plan of the board of estimate and apportionment as transit expert at $10 a day for a period of eighty-five days during the year 1917, his total compensation not to exceed $850 (Approved February 7, 1917.)

The following resolution was adopted by the Municipal Civil Service Commission January 24, 1917, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. William A. Wirt of Gary, Indiana, be and he hereby is excepted from examination pursuant to the provisions of clause 6a of Rule XII of the rules of the Municipal Civil Service Commission, to render expert services as educational consultant to the committee on educa

tion of the Board of Estimate and Apportionment during the year 1917 at a compensation not to exceed $10,000.

The following resolutions were adopted by the Municipal Civil Service Commission January 31, 1917, and approved by the mayor February 9, 1917: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Charles P. Berkey, of Palisade, New Jersey, be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to render expert services as geologist in the Board of Water Supply for a period of one year from February 28, 1917, provided, however, that his total compensation shall not exceed $1,500.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Charles G. Young, of 17 Rockland Avenue, Yonkers, be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to be employed as hydraulic engineer by the Board of Water supply for a period of one year from February 16, 1917, provided, however, that his total compensation shall not exceed $3,000.

The following resolution was adopted by the Municipal Civil Service Commission March 7, 1917, and approved by the mayor April 13, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750), fixed by clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, be and the same hereby is waived in so far as it applies to the case of R. Ernest Beaty, employed in the office of the President of the Borough of Manhattan as an expert inspector on the manufacture of wood block pavement, and his total compensation for the year 1916 is hereby fixed at an amount not to exceed nine hundred dollars ($900).

The following resolution was adopted by the Municipal Civil Service Commission April 11, 1917, and approved by the mayor April 27, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6a of Rule XII of the rules of the Municipal Civil Service Commission be and the same hereby is waived in so far as it applies to the case of Ignatius Canale, employed as an interpreter (Italian) by the Board of Coroners, Borough of Manhattan, and his total compensation for the year 1916 is hereby fixed at an amount not to exceed $800.

The following resolution was adopted by the Municipal Civil Service Commission April 4, 1917, and approved by the mayor April 27, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the employment of Herbert Blair of Teachers' College, Columbia University, Borough of Manhattan, by the Industrial Education Survey Committee as assistant in school survey work under the provisions of clause 6b of Rule XII of the rules of the Municipal Civil Service Commis

sion, be and the same is hereby extended for a period of one month, the entire period of his employment, however, not to exceed six months, with compensation at the rate of $200 a month.

The following resolution was adopted by the Municipal Civil Service Commission April 25, 1917, and approved by the mayor May 18, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation, ($750), fixed by clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission be and the same is hereby waived in so far as it applies to the employment of Arthur H. Blanchard of 411 W. 114th Street, Manhattan, as Consulting Highway Engineer in the Board of Water Supply, and his total compensation for the year beginning June 6, 1916, is hereby fixed at an amount not to exceed $1,200.

The following resolution was adopted by the Municipal Civil Service Commission May 9, 1917, and approved by the mayor May 18, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the thirty day limitation contained in clause 6b of Rule XII, be and the same is hereby waived in order to permit the extension of the employment of W. L. Kavanagh by the Industrial Education Survey Committee to be engaged on statistical work for a period of one month at a salary of $200 per month, and the extension of the employment of R. D. Fleming by the Industrial Education Survey Committee, to be engaged on field work for a period of two months at a salary of $75 per month. (Approved May 30, 1917.)

The following resolution was adopted by the Municipal Civil Service Commission May 2, 1917, and approved by the mayor May 18, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Messrs. York & Sawyer of 50 E. 41st Street, Manhattan, be and they are hereby excepted from examination, pursuant to the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to be employed as Consulting Architects in the Board of Water Supply for a period of one year from April 16, 1917, at a compensation not to exceed $3,000.

The following resolution was adopted by the Municipal Civil Service Commission May 16, 1917, and approved by the mayor May 25, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, George B. Ford of 404 W. 115th Street, Manhattan, be and he is hereby excepted from examination, pursuant to the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to be employed as Consultant to the committee on city plan of the Board of Estimate and Apportionment from time to time during the year beginning May 16, 1917, at a compensation not to exceed $5,000.

The following resolution was adopted by the Municipal Civil Service Commission October 3, 1917, and approved by the mayor October 11, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. Charles P. Berkey be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to be employed as Consulting Geologist by the Board of Estimate and Apportionment for a period of one year from April 26, 1917, at a compensation not to exceed $2,500.

The following resolution was adopted by the Municipal Civil Service Commission October 3, 1917, and approved by the mayor October 11, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the employment of Samuel Drummond, 191 Lefferts Avenue, Brooklyn, by the bureau of personal service of the board of estimate and apportionment as a special examiner on budget work under the provisions of clause 6b of Rule XII, of the rules of the Municipal Civil Service Commission, be and the same hereby is extended to December 31, 1917, to meet a public emergency, the entire period of his employment not to exceed five months from August 1, 1917, with compensation at the rate of $200 a month.

The following resolution was adopted by the Municipal Civil Service Commission November 13, 1917, and approved by the mayor November 16, 1917: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Ernest C. Levy, M. D., of 141 East 44th Street, Manhattan, be and he hereby is excepted from examination pursuant to the provisions of clause 6b of Rule XII of the Rules of the Municipal Civil Service Commission, to be employed by the department of health as a special investigation in connection with the work of the mayor's Committee on Milk for a period of six months from October 4, 1917, at a salary of $500 per month.

The following resolution was adopted by the Municipal Civil Service Commission July 18, 1917, and approved by the mayor November 16, 1917:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750), fixed by clause 62 of Rule XII of the Rules of the Municipal Civil Service Commission, be and the same is hereby waived in so far as it applies to the case of Charles W. Leavitt of 220 Broadway, Manhattan, employed as landscape engineer in the Board of Water Supply, and his total compensation for the year 1917 is hereby fixed at an amount not to exceed $1500.

New Rochelle

The following resolution was adopted by the Municipal Civil Service Commission March 6, 1917, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Henry G. Anthes is hereby excepted from examination

and his temporary employment period is extended for a period of six weeks from the fifteenth day of February, 1917.

The following resolution was adopted by the Municipal Civil Service Commission April 24, 1917, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Henry G. Anthes is hereby excepted from examination and his temporary employment period is again extended for a period of thirty days from March 29, 1917.

The following resolution was adopted by the Municipal Civil Service Commission June 27, 1917, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the temporary employment period of Henry G. Anthes as special inspector be and the same is hereby extended for the period of sixty days from June 15, 1917.

Rochester

The following resolution was adopted by the Municipal Civil Service Commission December 28, 1917, and approved by the mayor December 28, 1917: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Frank C. Cramer, Rochester, to be employed by the comptroller of the City of Rochester, as expert examiner of accounts to examine the accounts of the various city departments, offices and institutions, as required by the City Charter, be, and hereby is, excepted from examination; it appearing that in the duties of the position are professional, technical, temporary, exceptional and occasional; that there is no appropriate eligible list from which the appointment could be made and that it would not be practicable to hold an examination of any kind; and that Mr. Cramer is a public accountant connected with the firm of Erickson Perkins & Co.; provided, however, that the compensation of Mr. Cramer for the work indicated shall not exceed $1 per hour when actually employed, with total compensation not to exceed $1000 in any calendar year. (Approved December 29, 1917.)

Utica

The following resolution was adopted by the Municipal Civil Service Commission September 28, 1917, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the employment of Edward Carney as bookkeeper in the office of the city treasurer at a salary of $150 a month during the absence of Harry Marsden on military duty be and hereby is approved, it appearing that the said Edward Carney has had more than three years' experience in the treasurer's office, during which time he has been cashier and assisted Mr. Marsden as bookkeeper.
