PREFACE.

This Manual is intended as a practical book on Irrigation, not only for lawyers, but for irrigation officers of every grade and for hydraulic engineers and water users as well.

In addition to the irrigation statutes and forms of the states and territories named below, the statutes and forms of the United States Government are also given in full, including those upon irrigation pertaining to the Philippine Islands.

The treatise portion of the work is divided into nine parts, and in this treatise no pains have been spared to bring before the reader all the irrigation decisions of the following seventeen arid and semiarid states and territories, to wit:

Part X contains the several statutes and forms, a chapter being devoted to the United States and to each of the several states.

The running headlines at the top of each page will enable the reader, without turning back, to keep in constant touch with the changing matter of the different parts, chapters and sections.

Acknowledgment is here specially due to Hon. Thos. W. Jaycox, State Engineer of Colorado, not only for his encouragement of the task of the preparation of this work, but also for his more direct interest and the able assistance given in relation to the "Measurement of Water," chap. 14. He and his assistant, Mr. Beach, furnished most of the matter for this chapter. On the legal side in the preparation of this book H. C. Allen, Esq., of the Denver Bar, rendered valuable service.
