NOTE. THE "CONSOLIDATION ACT," Chapter 410 of
the laws of 1882, is entitled, "An act to
"consolidate into one act and to declare
"the special and local laws affecting public
"interests in the City of New York," and
contains the greatest part of the laws relating
to the government of the city.
THE BOARD OF ESTIMATE AND APPORTIONMENT,
composed of the Mayor, Comptroller, Presi-
dent of the Board of Aldermen, and the
President of the Department of Taxes and
Assessments, has large powers in city govern-
ment, supervision of various boards and
departments, regulates appropriations for
them, and in short, acts as a balance wheel
in the machinery of city government.
