Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That every cadet who has heretofore graduated or may hereafter graduate at the West Point Military emy graduates. Academy, and who has been or may hereafter be commissioned a second lieutenant in the Army of the United States, under the laws appointing such graduates to the Army, shall be allowed full pay as second lieutenant from the date of his graduation to the date of his acceptance of as second lieutenand qualification under his commission and during his graduation leave, ants from graduain accordance with the uniform practice which has prevailed since the establishment of the Military Academy. CHAP. 3.-An act for the retirement of certain officers of the Navy of the United States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Vice-Admiral Stephen C. Rowan and Rear-Admiral John L. Worden may, after forty years' service, be retired from active service by the President, upon their own application, with the highest pay of the grade to which they belong. Approved, December 20, 1886.
