I Procurement of Chemical Warfare Service supplies.-1. In compliance with the provisions of section II, General Orders, No. 61, War Department, 1920, the procurement of special supplies of the Chemical Warfare Service, in accordance with approved lists furnished him, is made the responsibility of the Chief of Chemical Warfare Service, effective January 15, 1921.

2. The Chief of Chemical Warfare Service has been directed to take the necessary steps to make effective the policy announced in paragraph 2, section II, General Orders, No. 61, War Department, 1920, in so far as it relates to Chemical Warfare Service supplies.

II Copies of advertisements for certain bids and of abstracts of proposals to be sent to the Assistant Secretary of War.-1. Hereafter copies of all advertisements for bids, either published in newspapers or sent out as circulars, for construcfion work or for furnishing supplies or equipment, issued by the chiefs of the supply branches of the Army in Washington, D. C., or by their agents outside of Washington, will be sent on the date issued directly to the office of the Assistant Secretary of War, Room 242, State, War and Navy Building, Washington, D. C.

2. A copy of the abstract of proposals prescribed in paragraphs 541, 543, and 548, Army Regulations, will likewise, in every case, on the date the award is made, be sent, by the officer making the award, directly to the Assistant Secretary of War.

3. Hereafter, in the District of Columbia, information regarding advertisements, bids, and awards will be on file and accessible to the public and the representatives of the press 28402°-21

III__Designations of certain units in the Regular Army.— The following designations and changes in designation of units in the Regular Army are published for the information and guidance of all concerned:

1. The regiment of Engineers organized in the Philippine Departament by direction of the Secretary of War, December 21, 1920, is designated the 14th Regiment of Engineers.

2. The regiment of Engineers organized at Camp A. A. Humphreys, Va., by direction of the Secretary of War, December 29, 1920, is designated the 13th Regiment of Engineers. 3. a. The designations of companies of certain tank battalions are changed as follows:

Company A, 345th Tank Battalion to 1st Tank Company.
Company C, 345th Tank Battalion to 2d Tank Company.
Company A, 328th Tank Battalion to 3d Tank Company.
Company C, 328th Tank Battalion to 4th Tank Company.
Company B, 344th Tank Battalion to 5th Tank Company.
Company B, 328th Tank Battalion to 6th Tank Company.
Company B, 345th Tank Battalion to 7th Tank Company.
b. The above-named tank companies, with new designations,
cease to form a part of their old tank battalions.

IV__Allotment of grades and specialist ratings for enlisted men.-1. Signal Corps.-Under the provisions of section 4b, section 4c, and section 13 of the National Defense Act, as amended by the act of Congress approved June 4, 1920, the following allotment of grades and specialist ratings is authorized for enlisted men of the Signal Corps:
