327. For instructions as to the manner of preparation and issue of Bills of Lading see A. R., 1133 to 1162, paragraphs 191 to 221, this volume, and the requirements of the notes on the form should be carefully observed.

The originals of all Bills of Lading are forwarded with the Money Account, the duplicates to be retained by the officer.

ORIGINAL AND DUPLICATE TO BE

ISSUED.

Certified copy of certificate of officer as to professional books, to be attached to bills of lading at initial point of shipment (A. R., 1122).

Bills of lading will show the number, marks, contents, and weight of measurement of each package or class of packages to be transported. Contents of packages to be shown in sufficient detail to enable the Quartermaster's Department to recover in case of loss, as well as to know in all cases what was actually transported (A. R., 1135).

Personal baggage of officers will not be shipped on Government bill of lading, except such quantity as is transported at Government expense in change of station, unless transportation by wagon or other conveyance owned by the United States is furnished (A. R., 1137).

Erasures, interlineations, or alterations in bills of lading must be explained thereon by the issuing or other competent officer, over his signature (A. R., 1139).

The initial letters of each road by which stores are to be transported should be inserted in all bills of lading when practicable (A. R., 1141).

The original bill of lading will be given to the carrier at the time the shipment is made, and upon the delivery of the property in good order and condition, will be receipted by the consignee and returned to the carrier with such further indorsement as may be necessary to insure settlement. The duplicate will be promptly transmitted by the shipping officer to the consignee, and, upon delivery of the property, will be receipted in like manner as the original and forwarded to the paying officer. If the shipping officer is not the paying officer, he will be notified by letter of the receipt of the supplies and their condition when received (A. R., 1142).

Transportation should be provided to ultimate destination, and on through bills of lading when practicable (A. R., 1145). For exceptions to this rule see A. R., 1146 and 1147.

Payment will be made on the original bill of lading, properly receipted and accomplished, but not until the duplicate has been received by the paying officer (A. R., 1150).

For action in case of loss of the original or du. plicate, or both, see A. R., 1151 et seq.

All bills of lading to be reported by the issuing officers on Form 1A (A. R., 1223).

When a series of bills of lading are issued involving through continuous travel over two or more roads, notation should be made upon each to the effect that settlement will be made on the basis of the division among the roads interested of the through rate for the entire service.

Where several sheets are required to complete bill of lading, blank leaves prepared for the purpose and furnished on application to the Quartermaster-General should be used.

328. This form is used as a duplicate of Bill of Lading given for transportation by railroad, and is retained by the officer who pays the account with which the original will be filed.
