We, the undersigned New York Civil Service Commissioners, organizing this day under your appointment and receiving from the secretary a compilation of the proceedings of our predecessors, have the honor to transmit the same and accompanying documents as the annual report of the proceedings of the New York Civil Service Commission for the year 1892.
