A message from the Senate, by Mr. Dickins, their Secretary:
Mr. Speaker: I am directed by the Senate to inform the House of
Representatives that a quorum of the Senate has assembled, and that
the Senate is ready to proceed to business.

On motion of Mr. Florence,

Ordered, That the Clerk inform the Senate that a quorum of the House has assembled, and is ready to proceed to business.

Mr. Florence submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That a committee of three members be appointed to join such committee as may be appointed by the Senate, to wait on the President of the United States, and inform him that a quorum of each house has assembled, and that Congress is ready to receive any communication he may be pleased to make.

Ordered, That Mr. Florence, Mr. John Sherman, and Mr. Gartrell be the committee on the part of the House.

Ordered, That the Clerk acquaint the Senate therewith.
Subsequently,

A message was received from the Senate, by Mr. Dickins, their Secretary, informing the House that the Senate had appointed a committee, consisting of three members, to join such committee as should. be appointed by the House, to wait on the President of the United States, and inform him that a quorum of each House has assembled, and that Congress is ready to receive any communication he may be pleased to make, and that the Senate had appointed Mr. Allen, Mr. Slidell, and Mr. Foot the committee on their part.

On motion of Mr. John S. Phelps,

Ordered, That the daily hour of meeting of the House be fixed at 12 o'clock m., until otherwise ordered.

Mr. Samuel A. Smith submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That the Clerk of the House, immediately after the passage of this resolution, place in a box the name of each member and delegate of the House of Representatives, written on a separate slip of paper; that he then proceed, in the presence of the House, to draw from said box, one at a time, the said slips of paper, and, as each is drawn, he shall announce the name of the member or delegate upon it, who shall choose his seat for the present session: Provided, That before said drawing shall commence the Speaker shall cause every seat to be vacated, and shall see that every seat continues vacant until it is selected under this order; and that every seat, after having been selected, shall be deemed vacant if left unoccupied before the calling of the roll is finished.

A selection of seats was then made in pursuance of the foregoing resolution.

The Speaker then proceeded, as the regular order of business, to call the States for resolutions;

When,

Mr. Grow, on leave, introduced a bill (H. R. 653) to amend an act to establish a court for the investigation of claims against the United States, so as to permit creditors of the government to sue in the district courts of the United States; which bill was read a first and second time, and referred to the Committee on the Judiciary, when appointed. Mr. Curtis, on leave, introduced a bill (H. R. 654) to secure the construction of a central Pacific railroad; which bill was read a first
