SIR: I have the honor to transmit herewith manuscript copy for a new and revised edition of Circular A, Instrument Room, containing instructions to observers of the Weather Bureau relative to the proper manner of compiling and transcribing meteorological data from recording instruments, and to request that the same be published. The first edition, printed in 1892, has become exhausted.
