Relative to "pelagic" sealing being carried on
under flags of other nationalities. Suggests
inviting other nations to adhere to the regula
tions proposed by the award. Has received
protocols of the arbitration in the Bering Sea
question from Paris.

Relative to number of seals to be taken on Pribi-
lof Islands. Asks for summarized statement
of the number of seals taken on islands in each
year since 1871.

President anxious that an agreement should be
reached for carrying out decision and recom-
mendations of Paris Tribunal.

either house to suggested discrimination from
forfeiture of the sealers who have sought by
anticipation to violate the regulations of the
tribunal.
