If vacancies happen during the recess of the legislature of a State, the executive thereof may make tem- porary appointments until the next meeting of the legislature
When vacancies happen the exective authority of the State shall issue writs of election to fill such vacan- cies; provided, that the legislature of any State may empower the executive thereof to make temporary appointment until the people fill the vacancies by election as the legislature may direct.
