b. Mathematics, to include arithmetic as taught in grammar schools.

c. Geography and history, as taught in grammar schools. d. Bookkeeping and accountancy, as taught in ordinary business schools.

e. Aptitude and probable efficiency, to be judged by the examining board by the general appearance, conversation, manner, et cetera, of the candidate.

The scope of the subjects on which the candidate will be examined is covered by the following or any other recognized textbooks of an equivalent standard, viz:

Milne's Standard Arithmetic.
Grammar School Geography.

Mace's School History of the United States.
Lyon's Bookkeeping and Accountancy.

In marking the examination papers, the following relative weights will be given to the subjects enumerated herein: English grammar, English composition, orthography and penmanship, 1; mathematics, 2; geography and history, 2; bookkeeping and accountancy, 2; aptitude and probable efficiency, 3.

Candidates who attain a general average of 70 per cent in the above specified subjects will be considered as having passed a satisfactory examination, and from those so rated a sufficient number of candidates to fill the available vacancies will be selected.

Weaver, Chief of Coast Artillery, is detailed as a member of the Joint Board appointed by the Secretary of War and the Secretary of the Navy in an order dated July 17, 1903, published in General Orders, No. 107, July 20, 1903, Headquarters of the Army, Adjutant General's Office.

II. In connection with Circular, No. 17, War Department, March 19, 1910, the following is published for the information and guidance of all concerned:

The War Department has been advised by the Secretary of the Treasury that the Southern National Bank of Wilmington, North Carolina, has been specially designated for the reception, safe-keeping, and disbursement of funds advanced to disbursing officers of the War Department and that the security of the bank is $25,000 United States bonds.

I..Hereafter any changes that may be made in the allowance of clerks and switchboard operators as prescribed in Circular, No. 43, War Department, June 27, 1910, will be communicated to those concerned by letter or indorsement.

II..When electrical measuring instruments in the hands of troops of the Coast Artillery Corps become unserviceable after the expiration of the period for which they have been guaranteed by the manufacturers, they will be examined carefully by the officers accountable therefor. If the examination indicates that the fault is one that can be corrected by the means at hand, the repairs will be made in the artillery district by the electricians of the Coast Artillery Corps; if not, the defects will be reported to the proper supply department with a view to sending the instruments away for repairs.

When such instruments become unserviceable before the expiration of the period for which they have been guaranteed by the manufacturers, the unserviceability will be reported to the proper supply department for the taking of such steps as the interests of the service may require for the prompt correction of the cause thereof. Supply departments in the insular possessions will adopt such methods as circumstances warrant for the correction of instrumental defects regardless of guarantees.

When electrical instruments are transferred to the troops by supply departments, information will be furnished as to the date of expiration of any manufacturer's guarantee thereon, and prior to that date the seals on such instruments shall not be broken, excepting as herein authorized, or in case of emergency.
