Course D.

For officers of the field artillery organizations of the organized militia, under regulations prescribed by the Secretary of War.

Course A:

Target practice and the tactical use of field artillery, as far as the occupation of position is concerned.

Study of the organization of the personnel, matériel, and ammunition supply of foreign services in comparison with our own.

Reconnaissance and panoramic sketching.

Ammunition supply service.

Practical ballistics.

Course B:

Duties of artillery commanders.
Target practice.

Reconnaissance and occupation of positions, in accord-
ance with concrete tactical problems.

Fire direction for the organization of which their rank

gives them command.

Ammunition supply service.

Course C:

Setting up and operation of targets.

Observation of fire.

Sketching and scouting.

Range finding, use of instruments, and such other instruction as the commandant may find necessary in individual cases.

Course D:

Such parts of Courses A and B as may be prescribed by the commandant of the school.

10. Officers and enlisted men who have completed any course satisfactorily will be furnished with a certificate to that effect, signed by the commandant of the School of Fire, and duly recorded by the secretary.

11. The School of Fire for Field Artillery will be governed by the rules of discipline prescribed by Army Regulations and by its own special regulations. It is exempted from the control of department and division commanders to the same extent as are the schools enumerated in paragraph 189, Army Regulations, 1910, except that correspondence with officers on

duty with the school will be conducted through the commanding officer of Fort Sill.

12. The instruction units will not be required to comply with the annual instruction order for field artillery, and the officers serving with them will not be required to pursue the garrison school course nor the postgraduate course.

III. By direction of the President, paragraph 2, General Orders, No. 118, War Department, June 15, 1909, as amended by paragraph 1, General Orders, No. 25, War Department, February 15, 1910; by paragraph I, General Orders, No. 173, War Department, September 13, 1910, and by General Orders, No. 61, War Department, May 9, 1911, is further amended so as to provide for a detachment for the School of Fire for Field Artillery at Fort Sill, Oklahoma, as follows:

Paragraphs 104, 458, 618, 625, 626, 630, 682, and 974, Army Regulations, are amended to read as follows:

104. When an enlisted man is detached from his company, a descriptive list will be prepared and forwarded to his new commanding officer. On the descriptive list will be shown the pay due the soldier, the condition of his clothing allowance, and all information necessary to the settlement of his accounts with the Government. When it can be avoided, the descriptive list will not be intrusted to the soldier, but to an officer or noncommissioned officer under whose charge he may be, or it may be forwarded by mail. The date of the last vaccination of the soldier and its result and the fact and date of completion of administration of the typhoid prophylactic will be noted on the descriptive list. Articles of ordnance equipment in possession of a detached soldier will be transferred as prescribed in paragraph 1557.

458. The military educational system of the United States comprises:

1. The Military Academy at West Point for the education of cadets.

2. Post schools for the instruction of enlisted men.

3. At each military post a garrison school for the instruction of officers in subjects pertaining to the performance of their ordinary duties.

4. Service schools

a. The Army War College, Washington, District of Columbia.

b. The Army Staff College, Fort Leavenworth, Kansas.
c. The Coast Artillery School, Fort Monroe, Virginia.
d. The Engineer School, Washington Barracks, Dis-
trict of Columbia.

e. The Mounted Service School, Fort Riley, Kansas.

5. The military department of civil institutions at which officers of the Army are detailed under the provisions of law. The detail of officers at these institutions is announced and the regulations governing the courses of instruction therein are issued in orders from the War Department.

613. Whenever an original check of a disbursing officer is lost, stolen, or destroyed, the owner will file with the disbursing officer an affidavit explaining the loss and an indemnity bond prescribed by the Treasury Department. Upon these papers a duplicate check may be issued after the expiration of six months and within three years from the date of issue of the original, and such duplicate check, with the affidavit and bond, will be forwarded to the Secretary of the Treasury for approval; provided that when the amount does not exceed $50 the duplicate check may be issued at any time after the expiration of thirty days and within three years from the date of the original. In case the disbursing officer who issued the original check is no longer in the service, the notice and proof of loss and the indemnity bond will be sent to the Secretary of the Treasury, and it becomes the duty of the proper accounting officer, under section 3647, Revised Statutes, to state an account in favor of the owner of the lost check and to charge the amount thereof to the account of the disbursing officer. Instructions for the execution and use of the affidavit and bond accompany the blank form furnished by the Treasury Department.

625. Nothing in paragraphs 623, 624, and 626 will be construed to affect the existing system of depositing collections by paymasters of the Army. Whenever an officer refunds money to the Government by payment to an army paymaster, duplicate descriptive receipts will be issued by the latter for the amount refunded.
