I. Because of typographical errors occurring in the table on the upper half of page 4, General Orders, No. 67, War Department, May 25, 1911, so much of that table as relates to the prices of trousers is corrected to read as follows:

II.1. Officers of the Army traveling, without troops, on Army transports, under competent orders entitling such officers to reimbursement for their subsistence, will sign the receipt roll mentioned in paragraph 164, Army Transport Service Regulations, only for the period beginning with the first regular meal hour after the scheduled hour of sailing from a terminal port and ending at the time the passengers are put ashore.

2. Officers of the Army traveling, with troops, on Army transports, under competent orders, will sign the receipt roll referred to in the preceding paragraph for the period during which the troops are subsisted on board the transport.

3. All meals consumed in excess of the periods herein before referred to will be paid by the officers concerned to the transport commissary in cash.

4. At intermediate ports where the time of arrival and departure is uncertain and the stop is short officers traveling under orders will be authorized to come aboard when they present themselves and will be entitled to the allowances from such time.

The following changes in Army Regulations, are made, by direction of the President, to take effect July 1, 1911:

1. Paragraph 193 and paragraph 197 (as amended by paragraph I, General Orders, No. 60, War Department, May 8, 1911) are rescinded. [1781610, A. G. O.

Paragraphs 51, 76, 83, 107, 114, 126, 139, 168, 176, 189, 190, 191, 192, 196, 198, 246, 247, 318, 321, 354, 552, 565, 729, 730, 734, 740, 754, 768, 816, 825, 905, 909, 910, 917, 921 (as amended by paragraph I, General Orders, No. 60, War Department, May 8, 1911), 927, 931, 939, 952, 953, 958, 982, 998, 1021, 1023, 1024, 1025, 1028, 1029, 1030, 1031, 1032, 1033, 1069, 1093, 1111, 1117, 1157, 1163, 1164, 1165, 1166, 1187, 1201, 1205, 1213, 1265, 1280, 1281, 1282, 1306, 1307, 1325, 1468, 1525, 1539, 1540, and 1560 are amended to read as follows:

51. The commander of a tactical division or separate brigade may grant leaves for one month, the commander of a corps or department for two months, the commander of a territorial division for four months; or they may extend to such periods those already granted. Applications for leaves of more than four months' duration, or from officers of the staff corps and departments for more than one month, will be forwarded for the action of the War Department. General officers stationed within the continental limits of the United States will not grant themselves leaves to pass beyond those limits, nor will general officers serving in the Philippines Division grant themselves leaves to go beyond the limits of that division. Those in command of territorial divisions or departments will not grant leaves to themselves to pass beyond the limits of their own commands without first obtaining the sanction of higher authority.

76. When an officer has become incapable of performing the duties of his office, his immediate commander will report the facts through his department and division commanders for the action of the Secretary of War. The report in each case will contain specific statements and the names of witnesses by whom they can be substantiated.

83. The death of an officer, with place, cause, day, and hour, will be reported without delay, by telegraph, by his immediate commander directly to The Adjutant General of the Army, and also to the department and division commanders. If the officer was on the active list of the Army, the report will show whether or not his death was from wounds or disease contracted in line of duty, and whether or not his death was from wounds or disease the result of his own misconduct. In case of the death of a retired officer, or of an officer on the active list who has no immediate commander, the medical officer, if one be present, or any officer having cognizance of the fact, will make the report to The Adjutant General of the Army. In case the officer was on the active list and died from wounds or disease not the result of his own misconduct, The Adjutant General of the Army will notify the Paymaster General of that fact.

107. The commander of a tactical division, separate brigade, or territorial department may grant furloughs to enlisted men for two months; the commander of a tactical corps or territorial division for three months, or they may extend to such periods furloughs already granted. Chiefs of War Department bureaus may grant furloughs for three months to enlisted men of their respective corps or departments serving under the exclusive control of themselves or their subordinates or they may extend to that period furloughs already granted to such enlisted men. For a longer period than three months the authority of the War Department is necessary. Permission to delay may be granted to enlisted men traveling under orders as authorized for furloughs. The conditions under which furloughs to soldiers on reenlistment are authorized will be announced from time to time in orders.

114. Transfers of enlisted men will be made for cogent reasons only and will be effected as follows:

1. When not involving change of station

a. Within a regiment, by the regimental commander.

b. Within a detached battalion serving at such a distance from regimental headquarters that more than 15 days are required for exchange of correspondence by mail, by the battalion commander. c Within an artillery district, by the artillery district commander.
