The United States Envelope Co. requests that all orders for envelopes drawn on said company shall be addressed to Rockville, Conn., where one of its branch offices is located.

It is requested by contractors that they be given orders in duplicate in all cases where departments require the return of the original order.

No. 108. I..Hereafter the list, such as that published in General Orders, No. 17, War Department, January 27, 1911, of surety companies qualified to do business under the act of Congress approved August 13, 1894 (28 Stat. L., 279), as amended by the act of Congress approved March 23, 1910 (Public 96), will not be published in general orders of the War Department. Copies of Treasury Department Form No. 356, in which the list of such companies is published from time to time, will be furnished by the chiefs of staff bureaus concerned to disbursing and contracting officers, who will apply directly to the chiefs of their respective bureaus for the necessary copies. II. Paragraphs 86, 145, 146, 352, and 357, Provisional SmallArms Firing Manual, 1909, are amended by substituting the word "division" for the word "department" wherever the latter word occurs in those paragraphs.

III. Paragraphs 354, 356, 364 (as amended by General Orders, No. 73, War Department, April 23, 1910), 365, and 366, Provisional Small-Arms Firing Manual, 1909, are amended to read as follows:

354. WHO WILL FIRE.-All enlisted men borne on the rolls of an organization at the time of taking the test, and no others, will fire throughout the test unless excused by the regimental commander; but no one will be excused until the company commander shall have shown in each case that it will be impracticable for the soldier to be present through no fault of his A soldier absent through his own fault, or who is not excused by the proper authority, will be considered as present and firing throughout the test. If the company is not stationed with regimental headquarters and there is not sufficient time to obtain the regimental commander's authority to excuse a soldier, the post commander is authorized to do so, provided so much of the first sentence of this paragraph as refers to the company commander is complied with.

Soldiers who have never been classified and who join within twenty days preceding the test need not fire.

A soldier will be allowed to fire in a test with but one organization, in each target year, unless he reenlists in a different organization.

356. PUBLISHING RESULTS.-The standing obtained by the organizations required to fire in the proficiency test will be forwarded through department headquarters to division headquarters. The standing will be reported on the annual report of small-arms firing for each division and will be published annually in orders from the War Department. Each organization will be classed as deficient or proficient, and, if the latter, it will be stated whether the fire efficiency of the organization is rated as "good,” “very good," or "excellent."

364. REPORTS.-All reports of rifle and revolver firing will be submitted to the proper headquarters as soon as practicable after the completion of firing.

The reports required to be rendered are as follows:

1. Report of known-distance rifle firing and classification (annual, company, excepting companies of the coast artillery). 2. Report of rifle firing under special course A (annual, for companies of coast artillery).

3. Report of field practice (annual, company).

4. Report of revolver firing and classification (annual, company, for all armed with revolver).

5. Report of small-arms firing (annual, divisions'.

These reports will be rendered on prescribed forms furnished by The Adjutant General of the Army.

Commissioned officers will be reported on the annual company and division reports.

Organizations of field artillery, coast artillery, and infantry will render the reports of revolver firing and classification so far as such firing is required.

An annual report of small-arms firing by the organized militia of each State will be rendered as soon as practicable after the close of firing on prescribed forms to the Chief of the Division of Militia Affairs.

Officers and enlisted men serving away from their own organizations and attached to other organizations for target practice will not be included in the individual classification of the organizations with which they fire, but their classification will be reported separately on Form No. 307, A. G. O., for known-distance rifle firing, and on Form No. 308, A. G. O., for revolver firing, each of which will be properly marked in such cases to show that it is a detachment report.
