EXCEPTIONS FROM COMPETITIVE EXAMINATION UNDER CIVIL SERVICE RULES FOR CITIES OF BINGHAMTON, NEW YORK, SCHENECTADY AND YONKERS APPROVED

Binghamton

The following resolution was adopted by the Municipal Civil Service Commission June 22, 1916, and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Rule XIX be suspended, and that City Engineer W. Earl Weller be and he hereby is authorized to appoint Mr. George T. Robinson to the position of special inspector on intercepting sewer work, at a salary of $135 per month, the term of employment to be for the duration of the present contract. (Estimated to February 1, 1917.)

New York

The following resolution was adopted by the Municipal Civil Service Commission December 29, 1915, and approved by the mayor January 4, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. William A. Wirt, of Gary, Indiana, be and he hereby is excepted from examination under the provisions of clause 6a of Rule XII, of the rules of the Municipal Civil Service Commission, to render expert services as educational consultant to the committee on education of the board of estimate and apportionment for a period of one year at a compensation not to exceed ten thousand dollars ($10,000).

The following resolution was adopted by the Municipal Civil Service Commission December 29, 1915, and approved by the mayor January 10, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6a of Civil Service Rule XII, be and the same hereby is waived in so far as it applies to the cases of Dr. Charles L. Allers of 34 Fort place, New Brighton, S. I., and Dr. James L. Devlin of Rose avenue, Amboy road, New Dorp, S. I., employed as examiners in lunacy (at $10 per examination) in the department of public charities, and the total compensation for the year 1915 is hereby fixed at an amount not to exceed $1,250 in each case. (Approved January 20, 1916.)

The following resolution was adopted by the Municipal Civil Service Commission February 9, 1916, and approved by the mayor February 16, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Messrs. York & Sawyer, of 50 East 41st street, New York City, be and they hereby are excepted from examination, pursuant to the provisions of clause 6a of Rule XII, to be employed as consulting architects

in the board of water supply for a period of one year from April 16, 1916, at a compensation not to exceed $6,000.

The following resolutions were adopted by the Municipal Civil Service Commission February 23, 1916, and approved by the mayor March 2, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the Commission hereby waives the limitation of compensation ($3,400) fixed in the case of Mr. Louis Ortner, of 344 Seventh street, Brooklyn, who was excepted from examination on May 5, 1915, pursuant to the provisions of clause 6b of Civil Service Rule XII, for employment as expert mechanical and fuel engineer in the department of correction in connection with heating and ventilating repair work and fuel consumption methods, etc., and his total compensation for the period of sixteen months from January 1, 1915, is hereby fixed at an amount not to exceed thirty-five hundred dollars ($3,500).

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. Louis E. Bisch, of 768 West End avenue, Manhattan, be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Civil Service Rule XII, to be employed as consulting expert, criminological investigations in the police department, for a period of one year from January 1, 1916, at a compensation not to exceed $5,000.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. Eugene C. Rowe of 390 Pacific street, Brooklyn, be and he hereby is excepted from examination, pursuant to the provisions of clause 6b of Civil Service Rule XII, to be employed as criminological examiner in the police department for a period of one year from January 1, 1916, at a compensation not to exceed twelve hundred dollars ($1,200). (Approved March 10, 1916.)

The following resolution was adopted by the Municipal Civil Service Commission March 15, 1916, and approved by the mayor March 22, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. Robert Miller, of 41 Fourth avenue, Brooklyn, be and he hereby is excepted from examination, pursuant to the provisions of clause 6b of Civil Service Rule XII, to be employed as shaft superintendent in the board of water supply for a period of eight months from April 1, 1916, with compensation at the rate of $250 per month, his total compensation not to exceed $2,000.

The following resolution was adopted by the Municipal Civil Service Commission April 12, 1916, and approved by the mayor April 24, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. Charles P. Berkey of Palisade, New Jersey, be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Civil Service Rule XII, to be employed as expert geologist by the board of estimate and apportionment in connection with the work of selecting, classifying and permanently preserving boring samples and records and the preparation of geological maps of the city, for a period of one year, from April 26, 1916, at $25 per day when employed; provided, however, that his total compensation shall not exceed $2,500.

The following resolution was adopted by the Municipal Civil Service Commission May 10, 1916, and approved by the mayor May 17, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. George B. Ford of 404 West 115th street, Manhattan, be and he hereby is excepted from examination, pursuant to the provisions of clause 6a of Civil Service Rule XII, to be employed as consultant on city planning by the committee on city plan of the board of estimate and apportionment, from time to time during the year beginning May 16, 1916, at a compensation not to exceed $5,000.

The following resolutions were adopted by the Municipal Civil Service Commission June 14, 1916, and approved by the mayor June 22, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6b of Rule XII, of the Rules of the Municipal Civil Service Commission, be and the same hereby is waived in so far as it applies to the case of Mr. William C. McKeon of 611 West 177th street, employed as expert on purchasing methods in the office of the commissioner of accounts, with compensation at the rate of $8 per diem, and his total compensation for the year beginning February 28, 1916, is hereby fixed at an amount not to exceed $1,500.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($1,500) fixed in the case of Dr. Charles P. Berkey of Palisade, New Jersey, who was excepted from examination pursuant to the provisions of clause 6 of Rule XII, to be employed as expert geologist in the board of water supply from time to time during the year beginning February 27, 1915, be and the same hereby is waived, and his total compensation for services rendered during that period is hereby fixed at an amount not to exceed $1,593.75.

The following resolution was adopted by the Municipal Civil Service Commission July 12, 1916, and approved by the mayor July 20, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Mr. Lewis A. Wilson of 728 Morris street, Albany, be and he hereby is excepted from examination, pursuant to the provisions of clause 6b of Rule XII, of the rules of the Municipal Civil Service Commission, to be employed as director of industrial survey by the industrial education survey committee of the board of estimate and apportionment, for a period of twelve months from July 11, 1916, with compensation at the rate of $300 per month.

The following resolution was adopted by the Municipal Civil Service Commission August 10, 1916, and approved by the mayor August 22, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6a of Rule XII, of the Rules of the Municipal Civil Service Commission, be and the same hereby is waived insofar as it applies to the employment of Mr. Charles W. Leavitt, of 220 Broadway, New York city, as expert landscape engineer, in the board of water supply, and his total compensation for the year 1916 is hereby fixed at an amount not to exceed $1,250.

The following resolution was adopted by the Municipal Civil Service Commission August 9, 1916, and approved by the mayor September 26, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. Walter E. Fernald, of Waverly, Mass., be and he hereby is excepted from examination pursuant to the provisions of Rule XII, clause 6a of the Municipal Civil Service Rules, to serve as expert adviser to the Department of Public Charities in connection with the type, character and location of new buildings at Randall's Island, the outlay of the Island and general problems of segregation and handling of patients; provided. however, that his total compensation for the year 1916 shall not exceed $2,000.

The following resolution was adopted by the Municipal Civil Service Commission November 1, 1916, and approved by the mayor November 17, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the employment of Robert Miller of 41 Fourth avenue, Brooklyn, excepted from examination under the provisions of clause 6b of Rule XII, of the Rules of the Municipal Civil Service Commission, to render services as shaft superintendent in the Board of Water Supply for a period of eight months from April 1, 1916, with compensation at the rate of $250 a month, be and the same hereby is extended for a period not to exceed six months from December 1, 1916, at the same rate of compensation, to meet a public emergency.

The following resolutions were adopted by the Municipal Civil Service Commission November 15, 1916, and approved by the mayor November 24, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Herbert Blair of Teachers' College, Columbia University, Borough of Manhattan, be and he is hereby excepted from examination, pursuant to the provisions of clause 67 of Rule XII of the Rules of the Municipal Civil Service Commission, to be employed by the Industrial Education Survey Committee as assistant in school survey work for a period of five months with compensation at the rate of $200 a month.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Francis Mahoney of 234 East 18th street, Manhattan. New York city, be and he is hereby excepted from examination pursuant to the provisions of clause 6b of Rule XII of the Rules of the Municipal Civil Service Commission, to be employed by the Industrial Education Survey Committee as investigator of the carpenters' trade for a period of five months, with compensation at the rate of $200 a month.

The following resolution was adopted by the Municipal Civil Service Commission November 22, 1916, and approved by the mayor December 1, 1916: Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, James Mason Knox of 80 Washington Square, Borough of Manhattan, be and he is hereby excepted from examination pursuant to the provisions of clause 6b of Rule XII of the Rules of the Municipal Civil Service Commission, to be employed by the Industrial Education Survey Committee as assistant in charge of trade investigators for a period of five months from November 20, 1916, with compensation at the rate of $250 a month.

Schenectady

The following resolution was adopted by the Municipal Civil Service Commission March 29, 1916, and approved by the mayor March 30, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Rule XVII, requiring competition be and hereby is suspended in the case of Dr. William J. Books, to be employed as medical inspector in the public schools, at compensation of $2100 per annum, it appearing that peculiar and exceptional qualifications of a professional and scientific character are required for such position, and that Dr. William J. Books is a person of high and recognized attainments and possesses such qualifications; provided, however, that the suspension of the rule in this case shall not continue after December 31, 1915.

The following resolution was adopted by the Municipal Civil Service Commission and approved by the mayor April 12, 1916:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Dr. A. E. Wells, to be employed as prenatal clinic in the bureau of health, be and hereby is excepted from examination, it appearing that the services to be rendered are of a temporary and exceptional character; and that it would not have been practicable to hold an examination of any kind; provided, however, that the compensation of Dr. Wells shall not exceed $100 in any one calendar year.

Yonkers

The following resolutions were adopted by the Municipal Civil Service Commission and approved by the mayor:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, John H. Buckley and John B. McGovern be employed as examiners of engineers on and after the sixteenth day of October, 1916, with compensation at the rate of $300 per year; and John Brown be employed as boiler inspector on and after October 16, 1916, with compensation at the rate of $1200 per year and it is further

Resolved, That they be considered as holding positions in the Competitive Class from and after October 16, 1916, and the secretary of the Civil Service Commission be and he is hereby authorized to certify the salary accounts of said persons from time to time as presented.

Resolved, That subject to the approval of the mayor and the State Civil Service Commission, Rannie G. Moshier be employed as secretary to the superintendent of schools for the city of Yonkers on and after October 16, 1916, with compensation at the rate of $1000 per year, and it is further

Resolved, That she be considered as holding a position in the Competitive Class from and after October 16, 1916, and the secretary of the Civil Service Commission be and he is hereby authorized to certify the salary accounts of said Rannie G. Moshier from time to time as presented.

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, Arthur Forbes be employed as dog catcher for the city of Yonkers on and after the 16th day of October, 1916, with compensation at the rate of $900 per year; and John Gaberine be employed as assistant dog catcher of the city of Yonkers on and after the 16th day of October, 1916, with compensation at the rate of $720 per year, and it is further
