Provisional examinations were held for the positions of janitor, municipal building; director of charities; recorder of vital statistics; inspector of weights and measures; inspector of plumbing; clerk for assessor; clerk, Civil Service Commission; transitman; superintendent of highways; foreman of sewers; axeman; sanitary inspector; building inspector; clerk and typist; night fireman; secretary; deputy city clerk; stationary engineer; playground instructress; billing clerk; secretary, principal high school. Competitive examinations were subsequently held and an eligible list established in each case.

The Commission reports as follows: 11 Exempt appointments; 26 Competitive appointments; 4 Non-Competitive appointments; One policeman in the department of public safety was removed.

The provision of the law giving preference to veterans has been strictly complied with by appointing officers.

The provision of the law regarding certification of payrolls and accounts for services has been complied with, with the exception of certain specific cases, to which the attention of the State Civil Service Commission has been called. Payrolls and accounts for services are reviewed by the secretary, clerk and members of the Commission and are certified by the secretary and one other commissioner.

All accounts for services are paid after certification by the Commission, excepting certain bills for medical services paid out of the charity account in the department of public safety, which matter is now under investigation by this Commission.

The provision of the law regarding registration of laborers has been complied with. There were thirty-six laborers registered during the year, all of whom were appointed.

The Commission has a complete roster of all city employees, giving name, title of position, date of appointment and salary.

GENTLEMAN. Pursuant to the provisions of section 11 of the Civil Service Law (chapter 15, Laws of 1909), the Municipal Civil Service Commission of the city of Yonkers respectfully submits the following report for the year

The Commission held forty-two meetings during the year. There are 680 persons in the Unclassified Service and the Classified Service is subdivided as follows: Exempt, 35; Competitive, 603; Non-Competitive, 4.

Notice of time and place of holding examinations is given by publication in two local papers. Examination papers are prepared and rated by the

secretary and chief examiner. All applications, examination answer papers, ratings and eligible lists are on file and open for public inspection.

There were twenty provisional examinations held during the year. A competitive examination was subsequently held in each case.

The Commission reports 58 competitive appointments during the year. One sanitary inspector received an increase in salary from $1,200 to $1,350. There were no appeals from ratings nor exceptions from examinations. The provision of the law regarding certification of payrolls has been strictly complied with. All payrolls are presented to the Civil Service Commission and are checked and certified by the secretary, with the exception of teachers and employees in the department of education.

The provision of the law regarding registration of laborers has been complied with.

Commission has a complete roster of all city employees.
